Government Directs BMC SRA MMRDA MHADA To Accelerate Slum Redevelopment Across Mumbai Region

A Senior Union Minister has directed key Mumbai development agencies — the Brihanmumbai Municipal Corporation (BMC), Slum Rehabilitation Authority (SRA), Mumbai Metropolitan Region Development Authority (MMRDA), and Maharashtra Housing and Area Development Authority (MHADA) — to fast-track pending housing projects for slum dwellers.

The instruction, issued during a high-level review meeting, also calls for the blacklisting of developers who have failed to complete their projects on schedule or obtain Occupancy Certificates (OCs) for existing developments. The directive aims to streamline coordination between agencies and prevent errant builders from receiving new contracts in Mumbai’s northern suburbs, where many slum rehabilitation and affordable housing schemes have faced prolonged delays. Officials present at the meeting confirmed that the four authorities have been asked to create a unified monitoring mechanism to ensure transparency, data-sharing, and strict enforcement. “Developers who have defaulted in project delivery should be barred from all future government-linked construction work. Housing delays cause immense hardship for citizens and weaken public trust,” said an official familiar with the matter.

The minister emphasised that the government’s priority is to ensure that every rehabilitation project reaches completion without bureaucratic or financial hurdles. This includes directing agencies to maintain real-time progress records, identify projects that have missed deadlines, and take corrective measures within specific timelines. Beyond housing, the meeting also focused on improving regional connectivity and civic infrastructure. Officials noted that major mobility projects such as the Mumbai Coastal Road, Madh–Versova Bridge, and the Thane–Borivali tunnel are moving forward after key approvals. These projects are expected to ease congestion, cut travel time, and enhance accessibility between suburban zones.

The minister also directed traffic authorities to reduce bottlenecks along the Western Express Highway by deploying more personnel and enforcing stricter regulation of construction vehicles. Additionally, civic departments have been instructed to curb illegal dumping and protect coastal mangrove zones, as part of a renewed commitment to urban ecological conservation. Efforts are also underway to rejuvenate ten lakes in North Mumbai through public-private partnerships focused on desilting, cleaning, and beautification. Public sanitation infrastructure is being upgraded too, with dozens of “Pay and Use” public toilets undergoing refurbishment to improve hygiene and accessibility for all residents.

Urban development experts have welcomed the government’s renewed focus on both accountability and sustainability. They note that streamlining housing approvals and penalising non-compliant developers could mark a turning point in Mumbai’s long-delayed slum rehabilitation mission. If implemented effectively, the policy could bring much-needed relief to thousands of families awaiting permanent homes, while aligning the city’s housing model with broader goals of inclusivity and resilience.
