Mumbai Launches Digital Reforms To Accelerate Slum Rehabilitation And Boost Housing Transparency

Mumbai’s Slum Rehabilitation Authority (SRA) has unveiled a set of technology-driven reforms designed to accelerate slum redevelopment and strengthen transparency in one of India’s most complex urban housing challenges. The initiative marks a decisive shift towards digital governance, integrating blockchain, artificial intelligence, and multilingual access to enhance efficiency and rebuild trust between the government, developers, and communities.

According to officials, the reforms include a multilingual digital portal certified by the Standardisation Testing and Quality Certification (STQC), blockchain-secured approval records, and AI-powered chatbots that allow residents and developers to track applications in real time. The aim is to reduce bureaucratic delays and ensure that eligible slum dwellers receive their rightful homes without duplication or procedural bottlenecks. A senior SRA official said the Authority’s immediate priority was to digitally map every slum structure in Mumbai by the end of the year. This comprehensive database will link information such as Aadhaar, PAN, electricity bills, and voter ID records into a unified verification system — a move expected to streamline documentation and prevent fraudulent claims.

The Authority has also established an encroachment monitoring cell using satellite data to identify illegal constructions and trigger prompt demolition or eviction processes. These steps are being complemented by amendments to the Slum Act and automated Development Control Regulation (DCR) tools, aimed at improving approval timelines and developer accountability. Industry experts have welcomed the shift, noting that the new approach addresses long-standing concerns over inefficiency and opacity. Representatives from real estate associations and developers’ bodies highlighted that the digital overhaul had instilled renewed confidence in slum rehabilitation projects, which had previously faced delays and low participation from private players.

An official from a developers’ association remarked that the reforms had created a “favourable ecosystem” by simplifying processes and aligning public and private interests. Another industry expert noted that the integration of digital verification tools could transform the approval process, cutting timelines from several months to a matter of days. The SRA’s technology reforms also hold wider implications for urban sustainability. By prioritising transparent, time-bound rehabilitation, the initiative reduces the environmental impact of informal settlements while supporting inclusive housing goals. Ensuring secure, dignified housing for over half of Mumbai’s residents who live in slums remains central to achieving a resilient and equitable city.

As digital tools begin to reshape how rehabilitation projects are planned and executed, Mumbai’s SRA appears poised to redefine its role — from a regulator often criticised for red tape to a technology-led enabler of inclusive urban transformation.
