Mumbai Targets 170 SRA Builders After Citywide Violations Of Pollution Guidelines

Mumbai’s Slum Rehabilitation Authority (SRA) has launched one of its largest enforcement actions in recent years, issuing notices to 170 construction projects for failing to comply with mandatory pollution-control guidelines. The move comes amid rising public concern over deteriorating air quality and increasing pressure on civic agencies to ensure that Mumbai’s rapid redevelopment is environmentally responsible and socially safe.

According to officials, each of the flagged projects has been given 15 days to demonstrate compliance with pollution-mitigation protocols. Failure to do so may lead to immediate stop-work orders under existing regulatory provisions. The SRA’s enhanced scrutiny aligns with Mumbai’s broader ambition to integrate sustainability across all redevelopment processes, particularly in dense low-income neighbourhoods where construction pollution disproportionately affects vulnerable communities. The notices follow air-pollution control norms introduced by the Brihanmumbai Municipal Corporation (BMC) in 2023. These guidelines require construction and demolition sites to adopt dust-suppression systems, including full-site barricading, water fogging, material-handling controls and anti-smog equipment. Officials noted that several developers failed to implement even the most basic enclosure measures meant to protect surrounding residences from airborne particulate matter.

The highest number of violations were reported from the R/North ward, which covers parts of Dahisar, followed by Malad East, Bhandup, Andheri West and Bandra West. Several other wards—including areas in Parel, Kurla and Ghatkopar—also saw significant non-compliance. Urban planners say this pattern reflects the ongoing intensity of redevelopment activity across the city, particularly in zones with dense slum rehabilitation projects and high construction turnover. Officials emphasised that all under-construction buildings must be covered using green cloth, jute or tarpaulin, while larger project sites—either above 35 feet or spanning more than 70 metres—must erect metal barricades to ensure proper containment. Demolition sites are required to follow complete enclosure protocols, while continuous water sprinkling remains mandatory to reduce dust emissions during material handling and concrete work.

Environmental experts said strict enforcement of these measures is essential to curb construction-related pollution, which remains one of Mumbai’s largest contributors to worsening winter air quality. They added that dust pollution disproportionately impacts children, senior citizens, outdoor workers and residents living close to fast-paced redevelopment clusters. A senior SRA official said the authority intends to follow through with strong action against violators, adding that the goal is not merely punitive but aimed at shifting builders toward sustainable construction practices. Civic officials similarly reiterated that all developers must ensure continuous water sprinkling on debris, mud and loose materials to prevent dust from entering already stressed neighbourhoods.

As Mumbai continues its ambitious redevelopment cycle—especially through SRA-led housing projects—experts underline the need for pollution-control protocols to be embedded in construction culture rather than enforced only through penalties. Strengthening such practices, they argue, will help the city progress toward cleaner, more equitable urban transformation.
