Mumbai Vacates Three Unsafe Structures As Civic Body Accelerates Vikhroli Redevelopment Efforts

Mumbai’s civic authorities have begun vacating unsafe residential blocks in Vikhroli Parksite as part of a large-scale redevelopment initiative aimed at replacing structurally compromised buildings with safer, more climate-resilient housing. The move marks the first time the municipal corporation is executing a full redevelopment project of its own properties, signalling a shift towards more accountable and citizen-centred urban renewal.

The redevelopment covers 28 municipal buildings that have been categorised as C-1, the most dangerous classification requiring immediate evacuation and demolition. According to officials, the project is being implemented in two phases to minimise disruption for residents and to maintain continuity of essential services. Of the nine structures designated for clearing in the first phase, three buildings were vacated this week, following five that had already been emptied earlier. Demolition of the latest vacated blocks is expected to begin shortly. For the affected households, temporary relocation has been arranged in apartments reserved for Project-Affected Persons at a residential complex in Bhandup. A civic official said the priority has been to ensure “dignified, continuous shelter for families” while construction progresses. The official added that tenants will be entitled to larger, ownership-based homes in the redeveloped Vikhroli Parksite complex. The new units will measure 405 sq. ft., a significant upgrade from the current 280 sq. ft. homes, reflecting the administration’s commitment to improved living standards and more inclusive urban development.

Work on the first reconstructed building, S-3, has already reached 13 floors out of the planned 23, indicating visible progress on the ground. Urban planners note that such in-situ redevelopment—particularly when led by the municipal authority—helps reduce displacement from established neighbourhoods and preserves social networks often disrupted in private redevelopment models. It also offers an opportunity to introduce energy-efficient design, better ventilation, enhanced fire safety, and climate-resilient construction practices. Experts tracking Mumbai’s housing sector believe the Vikhroli Parksite project could serve as a template for other ageing municipal estates across the city. With a substantial share of Mumbai’s public housing stock now decades old and exposed to both structural fatigue and rising climate risks, the need for systemic renewal has gained urgency. “Redevelopment done responsibly can help cities transition to safer, low-carbon living environments,” an urban researcher observed, adding that government-led projects are better placed to prioritise long-term community welfare over short-term commercial gains.

For residents awaiting completion, the transition period may pose challenges, but many view the upgraded housing and stronger structural safety as a much-needed step forward. The civic body has stated that it will maintain regular communication with tenants throughout the construction cycle to ensure transparency and support. As Mumbai continues confronting the dual pressures of ageing infrastructure and increasing climate vulnerabilities, the Vikhroli initiative reflects a strategic move towards safer, more equitable, and future-ready neighbourhoods.
