India Aluminium Sector Pushes Import Duty Changes

India’s aluminium industry has urged the Centre to increase the import duty on low grade aluminium scrap, arguing that existing policies allow poor quality material into the country,affecting domestic recycling, manufacturing standards and long term resource efficiency.The proposal has reopened debate over how trade policy can balance industrial competitiveness with the growing need for a circular economy.

Industry representatives have recommended raising customs duty on low-grade aluminium scrap to 7.5 per cent while maintaining smoother access to higher-quality recyclable material used by domestic manufacturers. They contend that differentiating between scrap grades could improve the quality of recycled aluminium available to Indian industries while encouraging greater investment in organised recycling infrastructure.The aluminium scrap import duty proposal carries implications beyond the metals industry. Aluminium is widely used in urban infrastructure, transport systems, renewable energy equipment, electrical transmission, construction, packaging and automotive manufacturing. Ensuring access to reliable and high-quality recycled material is increasingly important as India seeks to reduce dependence on virgin raw materials while supporting cleaner industrial production.Analysts note that aluminium recycling requires substantially less energy than producing primary aluminium from bauxite, making recycled metal an important component of climate-conscious manufacturing. However, experts argue that poor-quality imported scrap can increase processing costs,reduce recovery rates and create environmental challenges if contaminants are not properly managed.

Industry participants therefore believe quality-based import policies could strengthen domestic recycling ecosystems while improving manufacturing efficiency.The aluminium scrap import duty debate also reflects broader policy questions surrounding India’s industrial strategy. Domestic manufacturers are seeking greater protection from low-quality imports while downstream industries continue to emphasise the importance of affordable raw materials.Policymakers are therefore expected to weigh competing priorities, including industrial competitiveness, trade obligations, resource security and inflationary impacts on sectors that rely heavily on aluminium products.Urban planners point out that aluminium demand is expected to rise steadily as cities expand investments in public transport, electric mobility, green buildings and renewable energy infrastructure.Lightweight, corrosion-resistant aluminium plays a critical role in improving energy efficiency across buildings and transport systems.Strengthening domestic recycling could therefore contribute to both industrial resilience and lower-carbon urban development. Environmental specialists also stress that policy interventions should extend beyond import duties alone.

Expanding formal collection systems, improving scrap segregation, investing in modern recycling facilities and establishing stronger material traceability standards are viewed as equally important for creating an efficient circular economy.Better recycling infrastructure would help reduce landfill waste while lowering greenhouse gas emissions associated with primary metal production.Looking ahead, any revision to the aluminium scrap import duty framework is likely to influence investment decisions across recycling, manufacturing and infrastructure sectors. The long-term success of such measures will depend on whether trade policy can simultaneously encourage quality recycling, maintain industrial competitiveness and support India’s transition towards more sustainable and resource-efficient urban growth.
