India Cement Demand Lifts Limestone Market Outlook

India’s construction economy could face a gradual shift in the materials feeding its cement and industrial base as global limestone demand moves towards higher-quality grades. A new market outlook projects the global limestone feedstock market to grow at 2.1% annually between 2026 and 2035, with decarbonisation, urban infrastructure and tighter resource controls reshaping supply decisions.

Limestone remains fundamental to cement production, which accounts for roughly three-quarters of global consumption in the market assessment. Asia-Pacific is expected to remain the largest demand centre as cities expand and infrastructure spending continues across India, China and Southeast Asia. Africa is also emerging as an important growth market, although transport and quarry access will continue to influence delivered costs. The bigger change is taking place in product quality. Cement producers are under pressure to reduce clinker use, while industrial users increasingly require limestone with more consistent chemical properties. High-purity material is therefore expected to expand faster than the broader limestone feedstock market, supported by applications in steelmaking, glass, environmental controls and emerging carbon-mineralisation systems.

For cities, the issue is not simply how much cement is produced but where its raw materials come from. Limestone is bulky and relatively low in value, making long-distance transport expensive. That favours regional quarrying and could increase the importance of supply planning around major construction corridors. At the same time, tighter environmental permissions can make new quarry development slower, potentially concentrating production around fewer operating sites. India’s urban expansion adds another layer. Large housing, transport and infrastructure programmes depend on reliable cement supplies, while project developers operate within a regulatory environment shaped by the Real Estate (Regulation and Development) Act, or RERA. RERA does not directly regulate limestone procurement, but its emphasis on project accountability makes construction cost, delivery and supply-chain risks increasingly relevant to the wider real estate market.

The environmental trade-off will become more important as well. Lower-carbon cement can reduce emissions intensity, but quarrying still carries land, biodiversity, dust, water and transport impacts. Urban growth therefore cannot be assessed only through cement output or construction volumes; the location and environmental management of raw-material supply will also matter. The market outlook points to moderate expansion rather than a sudden boom. The global limestone feedstock market is projected to reach an index of about 123 by 2035 from a 2025 base of 100. For India and other fast-growing markets, the next challenge will be balancing material security with tighter environmental safeguards and the push for lower-carbon construction.
