Mumbai Redevelopment Gains Ground As RERA Oversight Matters

Mumbai’s redevelopment market is moving deeper into the city’s mainstream housing supply, with more than 1,000 projects launched since 2020, according to a JLL India and NAREDCO Maharashtra report released on September 3. The segment now accounts for about 13% of residential supply and 15% of housing sales, highlighting how redevelopment is becoming central to Mumbai’s response to limited developable land and ageing buildings.

The shift is particularly visible across the western suburbs. Borivali, Malad, Andheri, Vikhroli and Goregaon together account for roughly 36% of redevelopment projects initiated since 2020. Western suburban locations also represented between 35% and 45% of redevelopment launches and sales during 2025 and the first half of 2026. Demand has strengthened alongside supply. Redevelopment projects represented about 15% of housing sales during the period, compared with only 6% between 2016 and 2021. The increase suggests that buyers are increasingly considering rebuilt housing stock as a mainstream alternative rather than treating redevelopment as a niche segment. The pressure behind this expansion is structural. Mumbai has an estimated 13,500 cessed buildings that require urgent replacement, while ageing housing is spread across established neighbourhoods where vacant land is scarce. The western suburbs contain 22.4% of the city’s ageing stock, while South Mumbai accounts for another 14.2%.

Slum rehabilitation adds another major layer. There are currently 1,202 active projects covering more than 321,000 hutments across 2,156 acres, according to the report. The scale raises important questions beyond construction volumes, including temporary housing, access to services, transport capacity and the ability of rebuilt neighbourhoods to cope with heat, flooding and other climate stresses. For residents, the redevelopment cycle can bring safer structures and better infrastructure, but execution remains critical. Delays, temporary displacement and unclear rehabilitation arrangements can impose significant costs on households. Stronger transparency, clear timelines and effective regulatory oversight, including compliance under the Real Estate (Regulation and Development) Act, or RERA, will therefore remain important as project activity grows.

The emerging market is also moving towards larger, more complex redevelopment schemes rather than isolated building reconstruction. That could help unlock underused urban land, but planners will need to ensure that additional housing is matched by adequate water, drainage, mobility, open space and community infrastructure. Mumbai’s redevelopment pipeline is therefore becoming less about replacing individual buildings and more about reshaping established parts of the city. Its success will depend not only on how quickly projects are delivered, but on whether the resulting neighbourhoods are safer, more liveable and better prepared for future urban and climate pressures.
