Mumbai Redevelopment Brings Bigger Homes And Higher Bills

Residents of Mumbai’s redeveloped buildings are getting larger flats and modern amenities, but also monthly maintenance bills several times higher than before. In one Borivali case, a family’s charges rose from ₹1,500 to ₹5,500 after rebuilding. As Mumbai redevelopment takes a growing share of the city’s housing supply, the cost of running these buildings is becoming a serious concern for long-time residents.

The family moved from a 300 sq ft flat in a building over 40 years old to a 420 sq ft one-bedroom home in a complex with a podium, gym, swimming pool, air-conditioned lobby and valet parking. Their bill rose almost fourfold. They say a corpus paid by the developer should cover it for seven to eight years. The flat, which had almost no resale or rental value before, could now sell for about ₹1.20 crore or rent for ₹30,000 to ₹35,000 a month. Real estate consultants say the rise follows the facilities. Lifts, water pumps, fire safety systems, security staff, housekeeping and landscaped podiums all create recurring costs, and every household pays whether or not it uses them. One consultant estimated that a heated pool alone can add ₹1 to ₹2 per sq ft each month, because of the energy needed to keep water warm and the filtration and chemicals involved. Air-conditioned lobbies and mechanical parking systems add electricity and staffing costs of their own.

The bigger shock often comes later. Developers usually support running costs for an initial period under the redevelopment agreement. Once the residents’ society takes over, members must meet the actual cost. In Nagpur, one society reported spending ₹4 lakh to ₹5 lakh to replace lift doors on an eight-storey building after the handover, and members had to contribute from their own pockets. The stakes are high because Mumbai redevelopment is no longer a niche activity. An industry report released in September counted more than 1,000 redevelopment projects since 2020, making up 13 per cent of the city’s residential supply and 15 per cent of sales. Borivali, Malad, Andheri, Vikhroli and Goregaon together account for about 36 per cent of projects, and the western suburbs dominate.

For older residents and retirees on fixed incomes, rising dues can offset the gains from a bigger home. Urban planners say that is a reason to design redeveloped housing for lower running costs, through solar panels for common areas, efficient pumps and lighting, and shared rather than energy-heavy amenities. Such choices cut both bills and carbon emissions. Consultants advise buyers and members to ask for the per sq ft maintenance charge before committing, and to check how long the developer’s corpus will last. Societies will need to build sinking funds early for major repairs. As more families move into rebuilt homes, clear cost disclosure may decide whether redevelopment remains affordable for those it is meant to rehouse.
