CIDCO Pushes 100 Hectare International Educity At Panvel Forward With Fresh MoUs

Navi Mumbai is set to emerge as a major hub for international higher education as the planning authority has accelerated development of its proposed 100-hectare International Educity at Kundevahal near Panvel. The agency has initiated the e-tendering process and advanced site-level preparations, signalling intent to position the node as a future-ready academic district anchored in sustainability, global partnerships, and integrated urban infrastructure.

The Educity forms part of a wider Centre of Excellence initiative designed to attract globally reputed universities to Navi Mumbai. According to officials, the project aims to create an inclusive and multicultural learning ecosystem that enables Indian and international students to access high-quality education without relocating abroad. The vision includes embedding healthcare, sports facilities, skills training, and student housing within a single green campus. Officials described the project as a landmark opportunity for the region, noting that more than ten international institutions are expected to establish satellite campuses within the precinct. They added that the model aligns with emerging global trends in transnational education and responds to India’s growing demand for high-end academic infrastructure that encourages research, innovation, and sustainable urban growth.

The first phase of land development is already under way, covering nearly 50 hectares across two parcels. Work includes levelling of plots and construction of 45-metre and 30-metre approach roads to enable phased allotment. When completed, the campus will have direct connectivity from NH-348 through a 45-metre access road linked to the JNPT corridor. The planning authority highlighted that the site’s proximity to the upcoming Navi Mumbai International Airport—just three to four kilometres—offers a significant locational advantage for global universities and students. Industry experts note that the wider region’s transport network further strengthens the project’s feasibility. The Educity is positioned close to the Multi-Modal Corridor, Samruddhi Mahamarg, Mumbai–Pune Expressway, Aero-City, NAINA, and the Kharghar Corporate Park, providing multimodal access for daily commuters as well as long-distance travellers. Improved connectivity is seen as vital for creating equitable and inclusive educational districts that remain accessible to diverse socio-economic groups.

In parallel, the planning authority is preparing a new metro link—Line M-24—which will connect the airport with Panvel Railway Terminus and extend towards NAINA. This line is expected to serve the Aerocity and Educity clusters, offering low-emission public transport and reinforcing the project’s alignment with sustainable urban mobility goals. Officials emphasise that timely delivery remains a priority, particularly as global institutions have already signed expressions of interest. Once operational, the Educity is envisioned as a long-term catalyst for Navi Mumbai’s knowledge economy and a model for integrating education-led development with climate-sensitive urban planning.
