GNIDA to Build Second C&D Waste Processing Plant in Astauli for Efficient Waste Management
As Greater Noida continues to urbanise at a rapid pace, the Greater Noida Industrial Development Authority (GNIDA) is stepping up its efforts to manage the rising challenges of construction and demolition (C&D) waste. In a move set to revolutionise waste management in the area, GNIDA is planning to establish its second C&D waste processing facility in Astauli, a strategic location that will support the city’s growing needs. The new plant, estimated to cost ₹18.4 crore, is designed to handle 300 to 500 tonnes of C&D waste daily, and it will play a vital role in addressing both fresh and legacy waste issues in Greater Noida.
Currently, GNIDA operates a C&D waste processing facility in Ecotech 3 with a capacity to process up to 100 tonnes per day (TPD), which can be expanded to 300 TPD. However, despite this existing infrastructure, the facility is often stretched beyond its capacity, processing an average of 150 TPD daily. At the same time, the city faces a significant backlog of approximately 70,000 tonnes of legacy waste, which has not yet been cleared. This accumulation of construction waste poses a significant environmental challenge, as well as a safety hazard in the form of illegal dumping. The urgency to address these waste management concerns is further amplified by Greater Noida’s rapid urban growth. With massive infrastructure projects such as the Noida International Airport in Jewar and increasing collaboration with neighbouring authorities like YEIDA, the generation of C&D waste is expected to skyrocket in the coming years. As a result, the new facility in Astauli will be instrumental in managing this surge in waste, ensuring that the city can keep pace with its expanding infrastructure while maintaining environmental sustainability.
The proposed plant will operate under a public-private partnership (PPP) model, which will allow the selected concessionaire to manage the collection, transportation, and processing of all C&D waste in Greater Noida. The plant will also be tasked with addressing the backlog of legacy waste at the current Ecotech 3 facility and mitigating the issue of illegal dumping across the city. A key aspect of the agreement is the requirement for the concessionaire to clear the entire backlog of legacy and illegally dumped waste within one year of starting operations. To further ensure that the waste management system operates smoothly, GNIDA plans to implement strict penalties for those caught illegally dumping waste. Individuals who violate waste disposal norms will face fines of ₹1,000, while non-residential offenders will be fined ₹2,000. Builders and developers who fail to comply with proper waste disposal regulations will be penalised with a ₹25,000 fine. Enforcement will be a joint effort between GNIDA officials and the concessionaire, with the revenue generated from fines being shared. The concessionaire will retain 70% of the fine revenue, while GNIDA will receive 30%.
