MHADA To Build Seven Lakh Affordable Homes Across MMR In Five Years

Mumbai’s housing landscape is poised for a major transformation as the Maharashtra Housing and Area Development Authority (MHADA) announced plans to generate over seven lakh homes across the Mumbai Metropolitan Region (MMR) in the next five years. The large-scale housing initiative aims to bridge the affordability gap and promote inclusive urban growth within the city’s constrained real estate ecosystem.

Officials from MHADA confirmed that nearly 5.5 lakh of these new homes will come up within Mumbai itself, under a mix of affordable housing schemes, cluster redevelopment, and inclusive housing models. The remaining units will be distributed across MMR cities including Thane, Navi Mumbai, and Palghar. The strategy forms part of a multi-layered housing roadmap that integrates the redevelopment of cessed buildings, the revamp of old Prime Minister’s Grant Project (PMGP) colonies, and large-scale cluster redevelopment across key areas such as Sion, Andheri, Goregaon, and Kamathipura. These efforts, authorities said, would contribute significantly to rejuvenating ageing neighbourhoods while offering affordable, modern living spaces.

According to data sourced from the housing authority, Mumbai alone will see the creation of around 5.39 lakh homes through diverse redevelopment channels. This includes over 1.2 lakh homes from the redevelopment of cessed buildings under Section 33(7) of the Development Control Regulations, 27,000 from Section 33(9), and nearly 90,000 units from joint ventures with the Slum Redevelopment Authority. Projects such as Bhendi Bazaar and Kamathipura will further add close to 27,000 new dwellings, while reconstruction of PMGP colonies will contribute another 15,800 units. Beyond Mumbai, the MMR is expected to see 1.8 lakh new homes through initiatives such as the Pradhan Mantri Awas Yojana (PMAY), inclusive township projects, and cluster redevelopment. Of these, a portion will be reserved for sale through MHADA’s lottery system to ensure equitable access for citizens.

Officials also highlighted that MHADA’s focus remains on creating sustainable, transit-oriented, and energy-efficient housing infrastructure. With increasing emphasis on green building practices, the upcoming housing projects are expected to align with Maharashtra’s broader climate-resilient urban development goals. Over the past three years, MHADA has sold more than 43,000 homes across the state through 18 housing lotteries, reflecting consistent demand for its affordable schemes. Experts note that the upcoming wave of redevelopment and affordable housing will not only reduce the city’s housing deficit but also enable planned densification in line with Mumbai’s future growth blueprint.

If implemented as envisioned, the new housing stock could redefine the city’s residential fabric—balancing affordability, sustainability, and inclusivity for a rapidly urbanising region.
