In a strategic push to streamline Chennai’s real estate sector, the Chennai Metropolitan Development Authority (CMDA) has implemented a decisive move to expedite building approvals through a new no-objection certificate (NOC) framework. To reduce the red tape that often hampers project timelines, 11 departments are now mandated to issue NOCs within 30 days, with three departments required to complete their assessments within just 15 days. Should these departments fail to meet the deadlines, the NOC will be automatically deemed granted, paving the way for smoother and faster project approvals that can significantly impact developers, homebuyers, and investors alike.
This reform is expected to catalyse a surge in residential project approvals, offering a more investor-friendly landscape for Tamil Nadu’s capital. Industry leaders have lauded the CMDA’s proactive stance, with Anshuman Magazine, Chairman and CEO for CBRE in India, South-East Asia, Middle East, and Africa, highlighting its potential to enhance transparency and efficiency in the market. “Transparent and efficient regulations are crucial for a stable real estate market. Setting clear timelines and ensuring accountability will attract investment and support Chennai’s growing housing demand,” said Magazine. The quicker turnaround could make Tamil Nadu a more attractive destination for investment, drawing interest from across India due to the clear and dependable approval framework.
Beyond attracting investments, the fast-tracked process can lower costs for both developers and homebuyers. Sanjay Chugh, Chennai City Head for Anarock Group, explains that delays in approval cycles often inflate costs. “When multiple approvals are delayed, project launch timelines get affected, increasing expenses for developers. These added costs inevitably impact the final price for buyers,” Chugh noted. By reducing the time developers spend on securing approvals, projects can move forward more efficiently, ultimately delivering homes at more affordable rates to buyers in Chennai.
From a sustainability standpoint, this approach also aligns with the larger goals of optimising resources within the urban landscape. The CMDA’s digital portal, launched in May 2022, has been a step in this direction, streamlining approval requests through an online system and enabling an average of 70 monthly plan approvals. This move toward expedited approvals supports the sustainable growth of urban infrastructure, reducing resource wastage tied to extended project timelines and allowing developers to concentrate on quality and environmentally conscious building practices.
