Noida Authority Files Complaint with EOW Against Logix Developers Over Stalled Projects

The Noida Authority has lodged a complaint with Delhi Police’s Economic Offences Wing (EOW) against the promoters of Logix City Developers Pvt Ltd, citing a series of alleged financial and operational discrepancies. The complaint primarily revolves around the Blossom Zest housing project in Sector 143, which has left both the authority and homebuyers grappling with substantial losses due to unrealised dues and unfulfilled delivery timelines.

Logix City Developers were initially allotted a prime 1 lakh square metre group housing plot in April 2011, and the lease deed was signed by June of the same year. However, the situation has since taken a dire turn. The Noida Authority has accused the promoters, including key figures Devendra Mohan Saxena, Shakti Nath, Vikram Nath, and Meena Nath, of misappropriating funds raised from apartment sales while failing to settle their financial obligations. This alleged misuse has not only caused significant financial harm to the Authority, but it has also deeply affected the residents who were left stranded without their promised homes. Noida Authority CEO, Lokesh M, expressed his concerns over the ongoing issues, remarking that the promoters’ actions, including the creation of third-party rights, have severely impacted the financial stability of the project. The project has been embroiled in insolvency proceedings since 2022, with dues amounting to Rs 666 crore, and the National Company Law Tribunal (NCLT) stepping in to manage the bankruptcy. Another project by the same developers, Blossom County in Sector 137, faces similar issues with Rs 446 crore in outstanding dues, prompting further insolvency proceedings in 2023.

For the residents of Blossom Zest, the emotional toll has been immense. Many buyers, who invested their savings into these projects, are now left questioning the accountability of developers and regulatory authorities. Some of the affected buyers have expressed their frustration, claiming that they feel abandoned by both the developers and the government agencies that were supposed to protect their interests. The Noida Authority, in a bid to address these issues, has referred discrepancies in asset valuations of other stalled projects, such as 3C Projects’ Lotus Zing and GSS Procon’s Victory Crossroads, to the Insolvency and Bankruptcy Board of India (IBBI). Despite the state government’s attempts to provide a rehabilitation package for developers facing insolvency proceedings, many developers, including those behind Blossom Zest, have not taken up the offer.

This situation underscores a growing concern over the sustainability and ethical standards within the real estate sector. Not only does it highlight the financial mismanagement and lack of accountability, but it also raises questions about the long-term viability of such projects, especially when the interests of homebuyers are sacrificed for short-term gains. The emotional and financial burden on thousands of buyers is evident, with many questioning the trustworthiness of developers and the regulatory bodies that oversee such projects. As investigations continue, the EOW will likely delve deeper into the financial audits of these developers and track whether funds collected from homebuyers were misused. It is hoped that this case will set a precedent for stricter regulation and more transparent practices in the real estate sector, ensuring that future projects are not only financially sound but also ethically responsible.
