Mumbai Demolition Drive Clears 280 Illegal Hutments Restoring 10000 Sqm Mangrove Land Zone

In a sweeping two-day operation, the Mumbai Suburban Collectorate demolished over 280 illegal hutments built on mangrove land in Malwani, freeing nearly 10,000 square metres of public land. The crackdown, conducted on 3 and 4 November, marks one of the city’s largest recent actions to protect its fragile coastal ecosystems.

Officials said the demolition targeted encroachments across government-owned plots near Survey Nos. 2670 and 1916 and the Ali Lake area  zones that have witnessed extensive landfilling and unauthorised construction in recent years. Several of the demolished structures were not makeshift shelters but two- and three-storey houses erected without approvals.

The operation, led by senior district officials in coordination with the Brihanmumbai Municipal Corporation (BMC) and Malvani Police, is part of an intensified campaign to curb illegal occupation of mangrove land. Authorities used satellite imagery for the first time to pinpoint unprotected encroachments, enabling a more precise and technology-driven response.“The misuse of mangrove zones for housing and landfilling not only damages vital carbon sinks but also worsens flooding and coastal erosion,” an environmental planner said. “This drive underscores the urgent need to balance housing demand with ecological preservation.”

Officials have directed the Slum Rehabilitation Authority (SRA) to initiate criminal proceedings against offenders, signalling a shift towards stricter enforcement. Many encroachers, authorities noted, have exploited rehabilitation policies in the hope of securing free housing under the SRA’s slum redevelopment scheme.The state government has clarified that only slum dwellers residing in huts constructed before 2000 are eligible for protection. Those occupying land post-2000 face immediate eviction and legal action. The administration has also announced that future re-encroachments will be tracked through digital mapping and satellite monitoring to prevent recurring violations.

Experts view the Malwani operation as part of a broader trend where technology is being integrated into Mumbai’s urban land governance. With increasing pressure on limited urban land, the protection of natural ecosystems such as mangroves and wetlands is becoming central to the city’s resilience strategy against climate impacts.While the drive has drawn support from environmentalists, civic groups have urged the administration to complement enforcement with sustainable rehabilitation strategies for displaced families, ensuring ecological protection does not come at the cost of urban equity.
