Mumbai Launches Incentives FSI Boost Tax Waivers And Financing For 50000 Rentals

Mumbai is set to witness a significant push in affordable rental housing, as the Maharashtra Housing and Area Development Authority (MHADA) has tabled a comprehensive incentive framework to the state government. The proposal is aimed at enabling developers and institutional players to deliver cost-effective rental units across the Mumbai Metropolitan Region (MMR), potentially addressing the persistent gap between housing demand and supply in the city.

Under the proposed measures, projects within Mumbai city would be entitled to an additional 0.5 floor space index (FSI) free of cost, while developments in surrounding MMR districts would receive 0.3 extra FSI. Participating societies would also benefit from 50% of development charges being set aside as a corpus for long-term upgrades and maintenance. Officials estimate these provisions could lower overall project costs by up to 20%, making rental schemes more financially viable.Tax incentives form a central pillar of the initiative. Property tax for rental units would be waived for the first five years and halved for the subsequent five years, while stamp duty and registration fees would be fixed at a nominal INR 500. Additionally, projects designated as rental housing would receive a full state GST waiver, and approved developments could avail of a decade-long 100% income tax exemption. “These measures are designed to reduce operational overheads and support stable rental pricing,” an official involved in drafting the policy noted.
Financial facilitation is also a key feature. Developers may access loans at interest rates as low as 6% through collaborations with banks, and accelerated capital investment benefits including faster depreciation allowances would enhance early-stage project viability. Industry experts suggest such interventions could encourage institutional participation, paving the way for professionally managed rental housing that aligns with global best practices.

MHADA projects that approval of this package could lead to the construction of more than 50,000 rental units across MMR by 2030. The plan dovetails with the objectives of the Maharashtra Housing Policy 2025, reinforcing the state’s emphasis on balancing ownership-led housing with sustainable long-term rental solutions. Urban planners highlight that well-structured rental housing not only relieves homeownership pressures but also supports inclusive, resilient, and environmentally conscious city development.While the initiative promises economic relief for both developers and tenants, its success will hinge on streamlined approvals and active government support. Analysts emphasise that a transparent rollout, combined with community engagement, could make Mumbai a model for equitable rental housing in Indian metropolitan regions.
