Mumbai Mandates MMRC Approval For Redevelopment Or Construction Within Fifty Metres Corridor

Mumbai Metro Rail Corporation (MMRC) has made it compulsory for all redevelopment, construction, demolition, and excavation activities within 50 metres of the underground Metro Line 3 (Aqua Line) to obtain prior approval. The directive, designed to safeguard the 33-kilometre tunnel network stretching from Cuffe Parade to Aarey Colony, requires landlords, housing societies, and developers to secure clearance from the MMRC before starting any work, reflecting the corporation’s emphasis on infrastructure and public safety along the corridor.

The public notice, issued on 30 November 2025, stresses that construction activities near metro tunnels must implement strict operational safety standards. It highlights the potential hazards associated with falling materials, unstable scaffolding, and heavy equipment operation, urging regular inspections and risk mitigation protocols to prevent accidents affecting pedestrians and commuters. “Ensuring the safety of all city residents and transit users is paramount when construction occurs near vital underground infrastructure,” a senior MMRC official said.The announcement coincides with growing developer interest in leveraging Transit-Oriented Development (TOD) incentives along Metro Line 3. Over the past 18 months, MMRC has received 31 queries from 13 developers seeking additional Floor Space Index (FSI) allowances for projects near stations. Prominent real estate players, including K Raheja Corp, Prestige Group, Suraj Estate Developers, and Valor Estate, have indicated plans to capitalise on TOD provisions, reflecting the city’s high-rise redevelopment momentum.

Maharashtra’s Urban Development Department amended the city’s Development Plan in 2024 to facilitate TOD along the Aqua Line, connecting Cuffe Parade in South Mumbai with Aarey near Sanjay Gandhi National Park. The updated policy allows developers within 500 metres of the 10 Aqua Line stations to access additional FSI of up to five, alongside 35% fungible FSI for rehabilitation projects. Selected developments are also eligible for direct subway access, integrating residential and commercial spaces with the public transport network.Urban planners note that the MMRC’s approval requirement represents a measured approach to balancing dense urban redevelopment with public safety and sustainable infrastructure. “High-density projects near transit corridors must prioritise both construction safety and long-term urban resilience,” a senior urban planner commented. The regulation aims to maintain civic safety while enabling development that aligns with sustainable and inclusive city planning principles.

As Mumbai continues to expand vertically and densify along transit corridors, this policy sets a precedent for responsible urban growth, demonstrating how regulatory oversight and TOD incentives can be harmonised to foster both infrastructure protection and equitable redevelopment.
