Thiruvananthapuram ULCCS Concrete Plant Achieves BIS Certification For Ready Mixed Concrete Quality

Thiruvananthapuram’s Uralungal Labour Contract Co-operative Society (ULCCS) concrete plant at Vizhinjam Nettathani has secured certification from the Bureau of Indian Standards (BIS), becoming the first in the district and fifth in Kerala to achieve this recognition. The dual certification confirms compliance with IS/ISO 9001:2015 Quality Management System and IS 4926:2003 for Ready Mixed Concrete (RMC), signalling a commitment to operational excellence and high-quality material standards for future construction projects.

ULCCS’s certification marks a significant milestone for regional construction, as BIS recognition is awarded only after rigorous evaluation of production systems, quality controls, and management processes. “This achievement reflects adherence to stringent standards and demonstrates that cooperatives can meet global benchmarks for construction materials,” an industry expert noted. By meeting both quality management and material-specific criteria, the plant aligns with modern urban infrastructure requirements, where durable and safe building materials are increasingly critical.Ready Mixed Concrete plays a central role in urban development projects, from residential complexes to public infrastructure such as roads, bridges, and municipal facilities. Experts emphasise that high-quality RMC not only ensures structural safety but also reduces maintenance costs and improves the longevity of urban assets. ULCCS’s recognition is expected to inspire other local RMC manufacturers to prioritise quality, standardisation, and compliance with national and international norms.

The certification process, conducted under the Bureau of Indian Standards Act 2016, involves comprehensive audits, traceability checks, and evaluation of production workflows. As part of the process, the plant’s operations were assessed for consistency, reliability, and adherence to internationally recognised practices. “Being listed in the BIS register of Quality Management Systems Licensees provides both credibility and accountability, helping the cooperative secure larger projects and integrate sustainable practices in production,” said a senior urban planner.ULCCS, known for its cooperative-driven construction initiatives, has a long-standing reputation for community engagement and technical expertise. This recognition reinforces its role as a trusted partner in urban development, ensuring that the region’s expanding built environment meets stringent safety and quality expectations. Moreover, the focus on standardised RMC production indirectly supports sustainable city-building by minimising material wastage, improving efficiency, and aligning with low-carbon construction practices.

As Kerala’s cities grow and modernise, the BIS certification of ULCCS’s concrete plant demonstrates the impact of robust quality management on urban resilience. It underscores how local cooperatives can contribute to building safe, sustainable, and inclusive urban infrastructure while setting benchmarks for excellence across India’s construction sector.
