Udupi Digital Census Rollout Begins With House Listing

India’s transition toward technology-driven governance is set to take a major step forward in coastal Karnataka, where preparations are underway to launch the country’s first Digital Census Initiative at the district level. Authorities in Udupi have announced that house-listing operations—the first stage of the national census—will begin on April 16, marking the start of a fully digital enumeration process designed to modernise data collection across the country.

The initiative forms part of the upcoming national census cycle, which will rely on digital platforms for data gathering, verification and monitoring. Officials overseeing the district’s preparations said that field staff will use mobile applications connected to a centralised portal to record household information, replacing the paper-based processes used in previous census rounds.Under the schedule outlined for the exercise, the first phase will focus on listing residential structures and housing units for roughly one month starting in mid-April. The second phase, which involves the population count itself, is expected to begin in February 2027.Officials also confirmed that the Digital Census Initiative will introduce a self-enumeration option for the first time. Households will be able to submit certain information online through a dedicated portal before enumerators visit their neighbourhoods, allowing authorities to verify and integrate the data into the national census database.

Preparatory meetings in Udupi have focused on logistics and workforce readiness. District administrators have begun identifying field enumerators, training officers and preparing digital infrastructure required for the exercise. Teams are also working to complete GPS-based mapping of localities to ensure accurate geographic coverage during the enumeration process.Urban policy specialists say the shift to a digital census could significantly change how governments understand population trends and plan city services. The census remains the country’s largest data-gathering exercise and forms the statistical backbone for public policies covering housing, infrastructure investment, transportation planning and social welfare programmes.

By capturing household-level information electronically, the Digital Census Initiative is expected to reduce delays associated with manual data entry while improving accuracy and real-time monitoring. Digital tools will allow officials to track progress, verify submissions and manage the work of millions of field personnel involved in the nationwide operation.India’s next census—the 16th since Independence—will also arrive at a time when cities are expanding rapidly. Urban planners increasingly rely on granular demographic data to determine where housing, schools, healthcare facilities and transport infrastructure should be built. Inaccurate or outdated population data can lead to planning gaps that affect both service delivery and economic development.For districts such as Udupi, the census preparation phase also offers an opportunity to strengthen digital governance systems. Training local officials, deploying mapping tools and integrating databases can help improve administrative capacity beyond the census itself.

As India moves toward one of the largest digital governance exercises in the world, the success of early district-level preparations may determine how smoothly the nationwide Digital Census Initiative unfolds—shaping the data that will guide urban policy, infrastructure investment and development planning over the next decade.
