India Coal Reliance Rises Amid Energy Supply Crunch

India is increasing its reliance on coal-fired power as heatwave conditions intensify and global gas supply disruptions constrain cleaner energy sources, highlighting a critical tension between energy security and climate commitments. The shift comes at a time when electricity demand is expected to peak sharply, placing pressure on the country’s already coal-dominated power system.

Recent developments indicate that India is preparing for a hotter-than-normal summer, prompting authorities to prioritise uninterrupted power supply across residential and industrial sectors. With natural gas availability impacted by geopolitical disruptions in West Asia, coal is being positioned as the primary fallback fuel to meet rising electricity needs. Coal already accounts for nearly three-quarters of India’s electricity generation, and its role is expanding further as gas-based power—typically used to manage peak demand—becomes less viable due to supply constraints. The government has directed thermal power plants to operate at full capacity, while industries have been encouraged to rely on captive generation to ease pressure on the grid. The surge in coal use is also being reflected in market activity. Domestic coal dispatches have seen a modest uptick after months of decline, signalling increased stockpiling ahead of peak summer demand. This trend underscores how short-term energy security concerns are reshaping fuel choices, even as India continues to expand renewable energy capacity.

However, the growing dependence on coal carries broader implications for urban development and environmental sustainability. Urban planners warn that increased coal-based generation could lead to higher air pollution levels, particularly in densely populated cities already struggling with poor air quality. The environmental impact is compounded by the possibility of renewable energy curtailment, as coal plants—less flexible in operation—limit the integration of solar and wind power into the grid. The situation also highlights structural vulnerabilities in India’s energy mix. While gas contributes a relatively small share of total power generation, it plays a crucial role during peak demand periods, offering flexibility that coal cannot match. The current shortage has exposed the risks of over-reliance on imported fuels, particularly in a volatile geopolitical environment. At the same time, the crisis is prompting a parallel policy response. Authorities are accelerating approvals for renewable energy projects and battery storage systems to reduce long-term dependence on fossil fuels. Experts suggest that while coal provides immediate reliability, sustained investment in decentralised and renewable energy systems will be essential to build resilience against future disruptions.

For India’s rapidly urbanising regions, the implications are significant. Reliable electricity supply remains foundational to housing, infrastructure, and economic activity. Yet, balancing this need with environmental goals is becoming increasingly complex as climate risks intensify. The current pivot towards coal may be a necessary short-term response, but it also reinforces the urgency of transitioning to a more diversified and climate-resilient energy system. As cities expand and energy demand grows, the choices made today will shape not just power availability, but the sustainability of India’s urban future.
