The move, covering Borivali, Charkop, Gorai and Khar, signals a shift toward large-scale, integrated renewal aimed at improving living conditions while unlocking land value in one of India’s most space-constrained cities.

Officials involved in the process indicate that the proposed redevelopment will adopt a cluster-based approach rather than isolated building upgrades. This strategy is intended to address long-standing issues linked to piecemeal redevelopment, where fragmented execution often leaves infrastructure gaps unresolved. By treating entire neighbourhoods as a single planning unit, authorities expect to redesign internal road networks, upgrade utilities, and create shared open spaces.The initiative comes amid growing concerns over the structural safety and liveability of older housing stock developed decades ago. Many of these buildings, constructed under earlier urban frameworks, now face deterioration due to age, high occupancy pressures, and limited maintenance capacity.
