A new operating framework for India’s property sector is set to be introduced in Bengaluru, where industry stakeholders will examine a “Developer as a Service” (DaaS) model aimed at addressing long-standing inefficiencies in project delivery. The initiative, to be presented at a high-level industry gathering on April 28, is being positioned as a structural rethink of how real estate projects are financed, built, and managed.

The proposed Developer as a Service approach seeks to integrate three critical but often fragmented components of real estate capital flows, material supply chains, and project execution into a unified system. Industry observers note that despite rapid expansion across Indian cities, inconsistent delivery timelines and cost overruns continue to undermine buyer confidence and urban planning outcomes. For cities like Bengaluru, where real estate growth has outpaced infrastructure readiness in several corridors, the conversation carries wider implications. Experts suggest that predictable delivery cycles could help align housing supply with transport networks, reduce resource wastage, and improve environmental compliance factors central to building more climate-resilient urban regions.

The DaaS framework is expected to shift focus from standalone developments to platform-based execution, where processes are standardised and risks distributed across stakeholders. This could potentially reduce duplication in procurement, optimise material usage, and introduce greater financial discipline. Urban planners argue that such system-led approaches may also enable better integration of green building practices, as standardisation often supports scalability of sustainable technologies. However, the transition is unlikely to be seamless. India’s real estate sector has traditionally been developer-driven, with significant autonomy at the project level. Moving towards a coordinated system may require changes in governance, contract structures, and stakeholder incentives. Some experts caution that without regulatory alignment and transparency mechanisms, the benefits of such models could remain unevenly distributed.Discussions at the event are also expected to reflect on the cyclical nature of the property market.

Industry veterans often highlight that while demand fluctuations are inevitable, structural inefficiencies such as delays in approvals, financing gaps, and fragmented supply chains have amplified risks over time. The Developer as a Service model is being explored as one way to stabilise these variables. From a citizen’s perspective, the stakes are significant. Delayed housing projects not only strain household finances but also contribute to unplanned urban sprawl and increased carbon footprints. A more predictable system could improve housing affordability indirectly by reducing holding costs and enhancing supply reliability. As India’s cities continue to expand, the emphasis is gradually shifting from the volume of construction to the quality and reliability of delivery. Whether the Developer as a Service model can translate intent into measurable outcomes will depend on how effectively it balances scale with accountability. For now, it signals an emerging recognition within the industry that future growth must be supported by systems, not just ambition.
