Odisha Advances Sustainable Aviation Fuel Infrastructure

India’s transition towards cleaner industrial and transport systems gathered pace after a major sustainable aviation fuel project received board-level approval for development in Odisha’s Paradip industrial corridor. The proposed facility is expected to strengthen the country’s emerging low-carbon aviation ecosystem while reinforcing Paradip’s growing importance as an integrated clean energy and logistics hub on the eastern coast. The project involves the establishment of a 100 kilo tonnes per annum sustainable aviation fuel facility through a joint venture between a state-run energy company and a private energy transition firm. Planned near Paradip’s existing refinery and maritime infrastructure, the development is expected to support cleaner fuel production for the aviation sector, which remains one of the hardest industries globally to decarbonise.

The proposed Sustainable Aviation Fuel plant is designed around Hydroprocessed Esters and Fatty Acids technology, commonly known as HEFA. The process converts renewable feedstocks such as used cooking oils, vegetable oils and waste-based bio-resources into lower-emission aviation fuel alternatives. Energy experts note that sustainable aviation fuel can significantly reduce lifecycle carbon emissions compared to conventional jet fuel, making it a critical component of global aviation climate strategies. Urban economists and infrastructure planners say Paradip is increasingly emerging as a strategic clean energy zone due to its combination of refinery assets, port connectivity, industrial land availability and access to export infrastructure. The region has already seen investments linked to green hydrogen logistics, petrochemicals and renewable energy supply chains, signalling a broader transformation of Odisha’s coastal economy.

Industry observers believe sustainable aviation fuel infrastructure could create wider economic spillovers beyond the aviation sector. Large clean fuel projects often stimulate investment in storage systems, transport infrastructure, industrial services and circular economy supply chains involving agricultural and waste-based feedstocks. Such projects may also generate employment opportunities across engineering, logistics and industrial operations in eastern India. However, environmental planners caution that low-carbon industrial growth must remain aligned with ecological safeguards. Paradip and surrounding coastal districts are vulnerable to cyclones, flooding and coastal erosion, raising concerns about climate resilience and industrial risk management. Experts tracking energy infrastructure projects argue that future clean fuel investments should integrate renewable-powered operations, wastewater recycling and climate-adaptive industrial planning to minimise environmental pressure.

The project, estimated to involve investments exceeding ₹1,000 crore, still awaits multiple regulatory clearances before implementation begins. Analysts say these approvals will likely focus on environmental compliance, financial viability and alignment with India’s wider energy transition objectives. India’s aviation sector is expected to witness sharp growth in passenger traffic and cargo movement over the coming decade, increasing pressure to reduce emissions from air transport. As international carbon regulations tighten, sustainable aviation fuel infrastructure may become increasingly important for maintaining competitiveness within global aviation and export markets. With Paradip gradually evolving into a centre for low-carbon industrial infrastructure, the long-term success of such projects may ultimately depend on balancing energy transition goals with environmental resilience, responsible coastal development and inclusive regional growth.
