India Aluminium Scrap Duty Debate Deepens

A renewed industry appeal to remove customs duties on aluminium scrap and primary aluminium has brought fresh attention to India’s manufacturing cost structure,with implications extending beyond factories to urban infrastructure,affordable housing,clean mobility and the country’s broader industrial competitiveness.

The proposal has reopened debate on whether current import tariffs continue to support domestic production or have begun raising costs for downstream manufacturers that supply essential products used across cities.The Aluminium Secondary Manufacturers Association has urged the Union government to eliminate the existing Basic Customs Duty on primary aluminium and aluminium scrap, arguing that the present tariff structure increases raw material costs for thousands of downstream manufacturers, many of them micro, small and medium enterprises.According to publicly available industry data, primary aluminium currently attracts a 7.5 per cent duty,while aluminium scrap carries a 2.5 per cent levy.The discussion comes at a time when India’s expanding urban economy requires increasing volumes of aluminium for metro rail systems, electric mobility,renewable energy installations,transmission networks,green buildings and affordable housing.

Analysts note that any sustained increase in input costs can eventually influence the prices of fabricated products used in public infrastructure and real estate projects, although the overall impact depends on multiple market factors including global metal prices and domestic demand.Industry experts say aluminium scrap plays an increasingly important role in supporting circular manufacturing because recycled aluminium requires significantly less energy than producing primary metal from bauxite.Greater availability of competitively priced recycled material could therefore strengthen resource efficiency while helping manufacturers reduce production costs.However,policymakers must also balance such objectives with the interests of domestic primary producers and long term industrial investment.Officials familiar with manufacturing policy suggest that tariff decisions involve wider considerations than immediate input costs.Besides protecting domestic capacity,governments evaluate employment,trade balances,strategic supply security and export competitiveness before altering customs structures.

Any revision would therefore require balancing competing priorities across the aluminium value chain rather than addressing a single industry’s concerns.The downstream aluminium sector remains an important employer, supporting a large network of fabrication units producing extrusions,castings,sheets,electrical components and transport equipment.Industry estimates indicate that the sector continues to operate below its installed production capacity, with manufacturers attributing part of this underutilisation to elevated raw material costs.For India’s rapidly urbanising regions, the outcome of the policy debate could extend beyond industrial profitability.A more competitive supply chain may improve the availability of materials used in low carbon construction,public transport and energy efficient infrastructure.At the same time,any tariff changes will need to preserve domestic manufacturing resilience while encouraging recycling,responsible resource use and long term investment in sustainable industrial ecosystems.
