India Steel Demand Keeps Infrastructure Growth On Track

India is set to remain one of the world’s fastest-expanding steel markets in FY27, with domestic consumption expected to grow at a high single digit rate. The outlook is being supported by public infrastructure spending, construction, engineering and automotive activity, alongside a potential recovery in private investment. For cities, the demand surge brings both an economic opportunity and a harder question: how quickly can steel-intensive growth become less carbon intensive?

The India steel demand outlook is notably stronger than the previous year. India Ratings and Research expects consumption growth to accelerate from 7.4% in FY26 to a high-single-digit rate in FY27. Its assessment comes against a global market still dealing with excess supply, geopolitical uncertainty and increasingly complex trade rules.Independent industry data reinforces the underlying momentum. World Steel Association forecasts show Indian finished-steel demand rising 7.4% in calendar 2026 to 171.6 million tonnes, followed by 9.2% growth in 2027 to 187.4 million tonnes. The association identifies infrastructure-led construction, automotive demand, capital expenditure and rail expansion among the main drivers.Recent domestic consumption figures provide evidence of that demand. During April-June 2026, finished-steel consumption increased 8.3% year-on-year to 41.6 million tonnes, while crude-steel production rose 3% to 42.1 million tonnes.

Steelmaking capacity had reached about 222 million tonnes per year by June, putting the industry closer to the national 300-million-tonne capacity ambition for 2030.That expansion carries an important urban implication. Steel is embedded in bridges, rail systems, metro structures, transmission infrastructure, industrial buildings and high-rise construction. Stronger demand can support jobs and investment, but it can also increase the material and emissions footprint of rapidly expanding cities if production remains heavily dependent on carbon-intensive processes.Trade conditions add another layer of uncertainty. The European Union’s Carbon Border Adjustment Mechanism is increasing pressure on exporters to measure and reduce the carbon intensity of steel. India Ratings has also flagged potential European import restrictions, raw-material volatility and the risk of excessive capacity additions as issues for the sector.The India steel demand story therefore extends beyond volumes. India’s steel capacity is expanding while producers face a transition towards cleaner production, greater scrap use and more efficient energy systems.

The country’s Green Steel Initiative is already creating a framework for recognising lower-emission production, but scaling cleaner technologies will require substantial capital and reliable low-carbon power.For infrastructure and real estate, sustained demand should support construction activity through FY27. Yet the more consequential test will be whether India can meet its material needs without locking cities into a higher-carbon development pathway. Efficient capacity expansion, cleaner energy and credible emissions measurement will increasingly determine whether steel-led growth remains economically resilient as well as environmentally viable.
