India steel exports expand amid infrastructure demand

India’s steel market strengthened in July as rolled steel exports jumped 44.1% year on year, even as imports rose and domestic consumption continued to expand. The mixed trade picture points to a rapidly growing industrial economy, but also highlights the challenge of balancing infrastructure demand with capacity expansion, resource efficiency and the carbon intensity of steelmaking.

Rolled steel exports reached about 699,000 tonnes in July, while imports rose 9.5% to roughly 702,000 tonnes, according to government-linked industry data. The near balance between outbound and inbound volumes suggests that Indian producers are gaining access to overseas markets while domestic users continue to seek supplies from international sources.Domestic steel consumption increased 6.5% year on year to 14.4 million tonnes during the month. Production, however, grew by only 1.2% to 14.3 million tonnes. That gap matters for construction, transport and manufacturing because steel availability and pricing can influence the cost and pace of urban infrastructure, housing and industrial projects.

For the first four months of 2026-27, the trend was more pronounced. India steel exports rose 35% to 2.29 million tonnes, while imports climbed 36.6% to 2.77 million tonnes.Consumption increased 7.8% to 55.9 million tonnes and production reached 56.3 million tonnes, up 2.6%. The figures indicate that demand is expanding faster than domestic output, increasing the importance of efficient capacity utilisation and predictable supply chains.The pressure is emerging alongside a fresh wave of steel capacity investment. During the first quarter of the financial year, projects representing 11.6 million tonnes of annual capacity reportedly secured environmental clearances and construction-related approvals. India’s national steel policy also targets 300 million tonnes of capacity and 255 million tonnes of production by 2030-31.

For cities, the expansion has a direct consequence. Steel is embedded in bridges, metro systems, stations, commercial buildings, housing and renewable-energy infrastructure. Faster supply can support construction activity and economic growth, but new production also brings substantial energy, emissions, land and resource pressures.The next phase of India steel exports and domestic capacity growth will therefore need to be assessed beyond headline tonnage. Greater use of scrap, cleaner electricity, energy-efficient production and transparent environmental safeguards could determine whether expanding steel supply supports resilient urbanisation without locking cities into a higher-carbon construction pathway.
