Delhi Master Plan 2047 Targets Homes With RERA Oversight

New Delhi: Delhi’s newly notified Master Plan 2047 sets out a large-scale housing and infrastructure expansion as the capital prepares for a population of about 3.2 crore. The blueprint targets roughly 30-40 lakh additional homes, alongside stronger public transport, redevelopment and environmental safeguards. Its significance, however, will depend on whether new construction can improve affordability and services without adding to congestion, pollution and ecological stress.

The Delhi Master Plan 2047 is the capital’s fourth long-term planning framework, following plans for 1962, 2001 and 2021. The latest plan seeks to distribute population more evenly across the city while making greater use of already developed areas. Redevelopment, land pooling and higher-density development around transport corridors are expected to play a major role in meeting future housing demand. Housing is central to the strategy because Delhi faces a widening mismatch between demand and affordable supply. The plan anticipates nearly 40 lakh additional dwelling units by 2047, with smaller homes and rental housing forming part of the proposed response. Land pooling could also unlock substantial new residential capacity, particularly in areas where planned infrastructure can support growth.

For buyers, the scale of planned construction also brings a regulatory question. RERA will remain important as private developers participate in a larger housing market, particularly around project disclosures, delivery commitments and buyer protection. Delhi already has a notified Real Estate Regulatory Authority framework intended to improve transparency in the property sector. The transport strategy is equally significant. The blueprint envisages an expanded metro network, stronger bus connectivity and additional Regional Rapid Transit System links. Transit-oriented development could allow more homes and jobs to grow around public transport, potentially reducing dependence on private vehicles if pedestrian access and last-mile connectivity are built alongside new projects.

The environmental test may prove harder. The plan includes measures linked to Yamuna restoration, treatment of drains, green buffers and protection of sensitive areas. These provisions matter because adding millions of homes without matching water, drainage, waste, cooling and green infrastructure could deepen existing climate and liveability pressures. The Delhi Master Plan 2047 therefore represents more than a housing target. Its success will be measured by the quality, affordability and location of new homes, not simply their number. Effective RERA compliance, timely infrastructure and protection of ecological assets will determine whether Delhi’s next phase of growth becomes more compact and resilient or simply more crowded.
