India Student Housing Expands As Urban Campuses Grow

India’s student accommodation market is moving towards a more organised model as millions of students relocate for higher education and professionally managed housing remains limited. The shift could reshape rental markets around major education hubs, while also raising questions over affordability, safety, land use and regulation, including where RERA applies to new housing developments.

Industry estimates put India’s student accommodation requirement at about 12 million beds, while organised co-living supply is estimated at roughly 300,000 beds. The gap leaves a large share of students dependent on informal paying guest arrangements, private hostels and shared rentals. Earlier Colliers research also identified a significant mismatch between student demand and organised accommodation supply, particularly in cities that attract students from other parts of the country. Its research highlighted destinations including Delhi NCR, Hyderabad, Pune, Bengaluru, Chennai, Indore, Kota and Dehradun. The potential expansion of organised supply to around one million beds by 2030 would still cover only a portion of the estimated requirement. That suggests the market’s growth will depend not only on new operators but also on whether cities can provide suitable locations, transport links and basic infrastructure around education clusters. As student housing becomes a larger real estate segment, regulation will become increasingly relevant.

However, RERA does not automatically apply to every student hostel, paying guest facility or rental accommodation. Under the Real Estate (Regulation and Development) Act, projects involving the sale of plots, apartments or buildings generally require registration, subject to statutory exemptions. The law is therefore more directly relevant to student-housing developments structured as real estate projects for sale than to every managed rental or hostel operation. For students and parents, the bigger issue is whether organised housing delivers reliable services without pushing rents beyond reach. Security, sanitation, food, emergency response, accessibility and transparent tenancy terms can be as important as the number of beds added. Student housing also has an urban footprint. Concentrated developments can increase pressure on roads, public transport, water, waste systems and local services if they are built without adequate planning.

A sustainable expansion would therefore place accommodation close to universities and transit networks, reduce unnecessary commuting and encourage efficient use of land and energy. As India’s education centres expand, student housing will increasingly need to be treated as part of urban infrastructure rather than simply another rental product. The next phase of the market will depend on whether supply grows alongside stronger consumer safeguards, appropriate regulation and city-level infrastructure. The opportunity is substantial, but its success will ultimately be measured by whether students can access safe, affordable and well-connected homes.
