India RERA Matters More as Commercial Demand Expands

India’s commercial office market is entering the second half of 2026 with demand running ahead of fresh supply, driven largely by Global Capability Centres (GCCs). The shift is tightening vacancy and supporting rents across major cities, while also increasing the importance of transparent regulation, sustainable construction and adequate urban infrastructure around expanding business districts.

The latest market data shows that net office absorption across India’s seven leading cities reached 27.4 million sq ft in H1 2026, up 2% from a year earlier. New completions, however, fell 10% to 22.2 million sq ft, pushing average vacancy down to about 15%, a multi-year low. GCCs remain at the centre of this expansion. They accounted for 45% of gross office leasing, with leasing rising 22% year-on-year to 19.2 million sq ft. Bengaluru alone accounted for 7.6 million sq ft of GCC leasing, while demand is also spreading into engineering, manufacturing and banking, financial services and insurance. The imbalance between demand and supply is already influencing occupancy costs. Average office rents rose 9% year-on-year to ₹96 per sq ft per month, suggesting that businesses may face higher costs as quality workspace becomes harder to secure. For cities, the trend also raises questions about transport capacity, housing availability and pressure on surrounding infrastructure.

Sustainability is becoming another defining factor. Green-certified buildings accounted for 76% of new office completions and 73% of leasing activity during the first half of the year. This points towards a market where energy performance, resource efficiency and healthier workplaces are increasingly tied to commercial demand rather than treated solely as premium features. RERA also remains relevant as commercial real estate expands. The Ministry of Housing and Urban Affairs confirms that the Real Estate (Regulation and Development) Act covers both residential and commercial real estate, with qualifying projects required to register before being marketed or sold. For investors and occupiers, stronger compliance and disclosure can become increasingly important as commercial projects grow larger and more complex.

The broader market is not limited to offices. Grade A malls recorded 4.1 million sq ft of leasing against only 0.9 million sq ft of new supply, while industrial and warehousing leasing rose 16% to 22 million sq ft. The next phase of growth will therefore depend not only on how much commercial space cities can add, but on where and how it is built. Faster office expansion will need to be matched with reliable public transport, resilient utilities, efficient buildings and transparent regulation if urban growth is to remain economically productive without deepening infrastructure and environmental pressures.
