India Flex Workspace Growth Tests RERA Framework

India’s flexible office market is entering FY27 with stronger revenues, improving profitability and rising corporate demand, signalling a deeper shift in how commercial space is occupied. The trend is significant for Indian cities as companies increasingly favour adaptable offices, while regulators and property markets face the challenge of keeping pace with new workspace models.

Five major flex-office operators tracked in a Q1 FY27 market assessment generated more than ₹2,250 crore in combined revenue. Annual growth ranged from 26% to 44%, while three operators reported profits. The numbers suggest that flexible workspaces are moving beyond their earlier association with freelancers and start-ups towards a larger role in mainstream corporate real estate. The strongest growth came from Smartworks, whose revenue rose 44.04% year on year to ₹546.2 crore. Awfis reported ₹425 crore in revenue and a ₹24 crore net profit. WeWork India remained the largest by revenue at ₹698 crore, while its loss narrowed substantially. IndiQube also recorded sizeable revenue growth, pointing to improving economics across parts of the sector. A key change is the growing influence of large corporate occupiers. Enterprise clients contributed between 64% and 92% of revenue among the operators covered. Global Capability Centres, meanwhile, accounted for 45% of gross office leasing across India’s seven leading cities during the first half of 2026, up from 41% a year earlier. Flex operators themselves represented 25% of gross leasing.

This shift has implications beyond commercial landlords and workspace providers. Greater use of flexible offices can help companies adjust space requirements without committing to long leases. For cities, however, faster changes in occupancy patterns could influence transport demand, parking pressure, electricity consumption and the use of large commercial buildings. The regulatory question is also becoming more relevant as workspace formats diversify. RERA applies to certain commercial real estate projects, but its relevance depends on the nature of the transaction and the rights offered to occupants. A recent Uttar Pradesh Real Estate Appellate Tribunal ruling, for example, held that virtual office arrangements without exclusive physical possession did not fall within RERA’s ambit.

The broader office market is providing further support. Vacancy across major markets fell to about 15.5%, while average rents across the top seven cities increased 9% year on year to ₹96 per sq ft. For urban planners and commercial property stakeholders, the next phase will therefore be less about adding workspace and more about using existing buildings efficiently. India’s flex workspace growth will need to be matched by transparent contracts, appropriate regulation, efficient buildings and infrastructure that can accommodate changing patterns of work without adding unnecessary urban pressure.
