India Housing Prices Put RERA Buyers On Alert

Housing affordability is coming under renewed pressure across India’s seven largest residential markets, as home values have climbed far faster than the cost of construction. ANAROCK data shows residential capital values rose 59% between 2021 and 2025, while standard-plus construction costs increased 34%. The widening gap puts greater pressure on household budgets and raises the importance of transparent project information for buyers under RERA.

The average construction cost for a standard-plus residential project increased from ₹2,681 per sq ft in 2021 to ₹3,604 per sq ft in 2025. Over the same period, average residential capital values moved from ₹5,826 to ₹9,260 per sq ft. Construction costs therefore grew at about 6.9% annually, compared with roughly 12% for residential values. The difference cannot be explained by building materials alone. Construction-cost calculations generally cover inputs such as cement, steel and labour, but exclude land. Across the seven major markets, land values increased by roughly 50% to 120% between 2021 and the first half of 2026. NCR and Bengaluru recorded some of the steepest increases, according to the research. This matters for city residents because land appreciation linked to new roads, transit and other infrastructure can push up property values even before projects begin. The result can be a stronger premium for well-connected locations, while households seeking mid-income housing are pushed towards peripheral areas with longer commutes and weaker access to services.

The price escalation also puts greater focus on what buyers can verify before committing to a project. RERA was designed to improve transparency, accountability and information available to homebuyers, including disclosures about registered projects and their progress. Rising prices, however, are not a RERA violation or something the regulator directly controls. For buyers, the practical issue is whether advertised prices, project specifications, carpet area, completion schedules and other mandatory disclosures are clear and consistent with registered project information. Recent increases in construction inputs are adding further pressure. ANAROCK estimates that Middle East-related disruptions contributed around 8–10% to construction costs, with steel and fuel-linked logistics among the sharper movers. Mechanical, electrical and plumbing systems and imported finishing materials have also become more expensive.

For developers, the impact differs by project stage. Completed or heavily sold projects offer less room to recover additional costs, while new launches can be repriced where local demand permits. Premium housing may absorb increases more easily, but affordability-focused projects have less room for adjustment. The next challenge for India’s expanding cities is therefore not simply building more homes, but keeping new housing financially accessible and well connected to jobs and public services. Greater cost transparency, efficient land use and infrastructure planning will be central to preventing urban growth from becoming increasingly unaffordable.
