India Steel Emission Targets Put Industry Under Pressure

India has moved deeper into regulating industrial carbon intensity, with new greenhouse gas emission targets placing the steel sector under a more structured compliance regime. The move is significant for an industry central to construction, infrastructure and urban growth, but heavily reliant on carbon-intensive production. Its success will depend on accurate emissions data, affordable technology upgrades and credible enforcement.

Under the Carbon Credit Trading Scheme (CCTS), emission intensity is measured against the amount of greenhouse gases released for each unit of steel output. Unlike an absolute emissions cap, this approach allows production to expand while requiring facilities to progressively improve their carbon efficiency. The Bureau of Energy Efficiency says the compliance mechanism uses sector-specific intensity targets, with entities that outperform their targets potentially receiving Carbon Credit Certificates. The framework also recognises that India’s steel industry uses very different production technologies. Integrated plants based on blast furnaces and basic oxygen furnaces have different emissions profiles from electric arc furnaces, induction furnaces and direct-reduced iron facilities. Applying a single benchmark across all plants could therefore create uneven compliance pressures. Facility-level targets offer a way to account for those differences while still requiring measurable improvement.

The wider economic implications are substantial. Steel is a basic input for housing, transport networks, commercial buildings and other urban infrastructure. Higher compliance costs could eventually affect investment decisions and production economics, particularly for smaller producers with limited access to capital and technical expertise. A poorly managed transition could widen the gap between larger facilities and smaller industrial units. The next challenge is measurement. India’s carbon market depends on reliable monitoring, reporting and verification systems. The government has already established procedures for accredited carbon verification agencies, including agencies authorised to verify compliance in the iron and steel sector. Without consistent verification, emission reductions could become difficult to compare and carbon certificates could lose market credibility.

India’s steel transition also has growing relevance for exporters. Carbon-related trade rules in overseas markets are making emissions performance an increasingly important part of industrial competitiveness. Reducing carbon intensity can therefore influence not only environmental outcomes but also access to international markets. The current steel emission targets should be viewed as an early stage of a longer industrial transition. Stronger data systems, access to cleaner technologies and targeted support for smaller producers will determine whether the steel emission targets deliver genuine reductions without slowing the infrastructure and urban development the country needs.
