India Property Expansion Brings RERA And Capital Challenges

India’s property market is entering a capital-intensive phase, with nearly ₹50 lakh crore potentially required over the next decade as the sector moves towards a projected $1 trillion valuation by 2030. The scale of financing raises a parallel question for Indian cities: whether new investment can translate into timely, regulated and liveable housing and commercial development.

The estimate comes as the sector faces a mixed near-term outlook. Brickwork Ratings expects revenue growth to contract by 0.2% in FY26, after expanding 15.8% in FY25, before recovering to 5.5% in FY27. Demand remains comparatively firm in major housing markets, with residential sales rising 31% year-on-year and luxury home prices gaining about 10-12% in FY25. For cities, however, stronger sales do not automatically mean healthier urban growth. Construction costs, property-price volatility and changing demand across income segments could affect the pace and type of new development. A growing concentration of premium housing also raises questions about whether future supply will match the needs of middle-income households and the wider urban workforce.

Financial performance provides some room for manoeuvre. Operating margins are projected to improve from 30.1% in FY25 to 32% in FY26 and around 33.3% in FY27. Lower leverage among larger developers, joint development arrangements, private-equity funding, pre-sales and listed real estate investment trusts are helping reduce dependence on conventional borrowing. Yet capital availability will remain closely linked to project discipline. Mumbai and Pune are carrying housing inventory equivalent to more than 30 months of sales, creating a potential drag on cash flows and future launches. Higher refinancing costs could add another layer of pressure if borrowing conditions become less favourable.

This is where RERA becomes increasingly relevant to the next phase of expansion. As more capital enters residential development, transparent project disclosures, construction milestones and responsible use of buyer funds become important not only for purchasers but also for the financial health of the market. Faster capital deployment has limited value if projects remain delayed or poorly aligned with actual housing demand. Commercial property is also expected to attract substantial institutional funding, while data centres and warehousing are emerging as higher-margin segments. The ₹50 lakh crore requirement therefore represents more than a financing target. It signals the scale of urban transformation ahead. The challenge for developers, lenders and regulators will be to ensure that this capital supports completed projects, balanced housing supply and infrastructure that can keep pace with growth.
