Mumbai Slum Redevelopment Gains RERA Focus

Mumbai’s proposed transformation into a slum-free city within a decade will depend on more than construction speed. The Maharashtra government is linking Dharavi redevelopment, cluster-based renewal and wider infrastructure expansion, while regulatory transparency under RERA will remain important as large redevelopment projects reshape homes, livelihoods and valuable urban land.

The state’s 10-year target was outlined at a real estate industry conference in Mumbai, where the chief minister said the government would use cluster redevelopment to address ageing settlements and informal housing. The approach seeks to bring multiple adjoining properties into coordinated redevelopment rather than treating each building or settlement as an isolated project. Dharavi is central to that strategy. The government has set an initial target of 10,000 rehabilitation homes by early 2029. The official Dharavi redevelopment portal says the project’s notified area is being surveyed, with more than 99,000 homes numbered and over 91,000 surveyed so far. But delivering housing is only one part of the challenge. Dharavi combines homes with workshops, small businesses and tightly connected local economies. Moving residents without preserving access to jobs, transport, schools, healthcare and public spaces could create new forms of urban exclusion even if housing numbers rise.

RERA oversight will also matter as redevelopment expands. MahaRERA has stated that the sale component of redevelopment projects, including slum rehabilitation and cluster redevelopment schemes, requires registration under Section 3 of the RERA Act where applicable. The authority’s framework is designed to improve disclosure and give buyers greater access to project information. For residents, the critical test will therefore be whether redevelopment produces secure homes with reliable infrastructure rather than simply replacing informal settlements with high-density construction. Drainage, water supply, public transport, open space and climate resilience will become increasingly important as Mumbai adds population and built-up area.

The government is also examining redevelopment of old transport depot land, alongside mixed-use development and new urban centres across the wider Mumbai Metropolitan Region. These plans are intended to distribute future growth beyond the existing urban core. The scale of the ambition is significant. Yet Mumbai’s slum-free goal will ultimately be judged by implementation: timely rehabilitation, transparent project monitoring, protection of livelihoods and access to essential services. RERA can strengthen accountability in the regulated portions of redevelopment, but effective urban planning will determine whether the transformation delivers a more liveable city for existing as well as future residents.
