India Coal Stocks Tighten as Power Demand Climbs

India’s electricity system is facing renewed pressure as coal inventories at thermal power plants fall sharply while demand remains elevated. Central Electricity Authority data showed 74 plants in the critical category on September 19, up from about 60 a week earlier. The squeeze highlights a growing challenge for cities and industries: maintaining reliable power as hotter weather increases cooling demand.

The latest coal power plants data point to a problem that is partly about movement rather than the availability of coal itself. A plant is classified as critical when its stock falls below 25% of the normative requirement or its available fuel can support fewer than three days of generation. Across 190 thermal plants, inventories stood at about 22.9 million tonnes on September 19, equivalent to roughly seven days of cover. The pressure has built during a period of unusually strong electricity consumption. Peak demand has remained around 230–250 GW in recent days, after reaching a record 270.70 GW in May. Higher temperatures have increased the use of cooling systems in homes, offices, commercial buildings and industrial facilities, making dependable generation increasingly important for urban economies.

Coal consumption has also risen as renewable generation, despite strong growth, cannot yet provide firm electricity throughout the day without sufficient storage. Renewable generation increased about 21% between April and August, while coal-based generation continued to support the country’s round-the-clock requirement. The supply chain has added another layer of vulnerability. Crisil estimates that thermal coal inventories fell about 42% in August from a year earlier, while coal-based generation increased around 13%. It identified disrupted coal evacuation and limited transport capacity during the monsoon as key reasons why supplies did not keep pace with consumption.Utilities have increasingly turned to overseas supplies. Coal imports by India’s power sector reached 5.52 million tonnes in August, an 85.6% year-on-year increase and the highest level in 15 months, according to industry data reported earlier this month. Lower hydropower generation also contributed to the additional dependence on coal.

For cities, the issue extends beyond power stations. Electricity reliability affects water pumping, public transport, hospitals, digital services, construction activity and the cost of operating buildings. At the same time, repeated heat-driven demand spikes expose the limits of an urban model that increasingly depends on energy-intensive cooling.The immediate stock decline is being viewed by industry analysts as largely logistical rather than evidence of a nationwide shortage of coal. Measures to increase rail and road movement are already being implemented. The longer-term challenge, however, is to build a power system where stronger renewable capacity, storage, efficient buildings and resilient transmission reduce the need for emergency dependence on thermal generation during extreme weather.
