Hyderabad Clears Registration Path For Approved 22A Properties

Hyderabad property owners facing registration barriers despite holding statutory approvals can now seek relief under a new Telangana government measure covering eligible Section 22-A properties. The decision could unlock transactions involving plots, houses and flats across the metropolitan region, while shifting the focus towards case-by-case verification of land records, approvals and legal status. 

Section 22-A properties are placed on a prohibited list under the registration framework, creating difficulties for owners seeking to sell or register assets. The latest move allows eligible properties to proceed where valid layout, building or apartment permissions were obtained from competent agencies. The framework covers approvals issued by the Greater Hyderabad Municipal Corporation, Hyderabad Metropolitan Development Authority, Directorate of Town and Country Planning, municipalities and other urban or rural local bodies. Applicants must provide a link document connecting the proposed transaction to a registration completed after the relevant statutory permission was granted. The change is significant for Hyderabad because formal planning approval and registration have often operated as separate administrative processes. HMDA, for example, maintains systems for building, layout and development permissions across the metropolitan region.

For homeowners and buyers, the immediate impact could be greater certainty around properties that have already passed planning scrutiny but remain affected by their inclusion in the prohibited list. However, the government has made clear that 22-A property registration will not become an automatic clearance for every affected parcel. Eligibility will still depend on land records, the nature of the property, statutory permissions and other legal considerations. District-level committees will examine cases where registration problems remain. These panels include the district collector, additional collector, district registrar and representatives of the relevant metropolitan, municipal or local authority. The approach follows a wider government effort to address long-running land and housing disputes. Earlier measures included regularisation initiatives covering colonies in Rangareddy and Medchal-Malkajgiri, while the government has also announced a broader mechanism for resolving Section 22-A cases.

From an urban planning perspective, 22-A property registration also raises a larger question: how can the state protect public land and planning interests without leaving legally approved households in prolonged administrative uncertainty? A faster registration system can improve property liquidity and reduce disputes, but verification remains essential. As Hyderabad expands into new growth corridors, clearer coordination between land records, planning permissions and registration systems will be important to prevent similar conflicts from accumulating again.
