India Land Market Signals Shift Beyond Major Cities

India’s land market is moving into a broader phase of expansion, with 18,158 acres changing hands across 33 cities between 2021 and the first quarter of 2026. The transactions carry an estimated ₹16.67 lakh crore development value and nearly 1.4 billion sq ft of potential built-up space, raising questions about where India’s next urban growth will occur and how sustainably it can be managed. 

Research by Cushman & Wakefield shows the pace of land activity has accelerated sharply. Annual transactions increased from 813 acres in 2021 to 6,181 acres in 2025, equivalent to a compound annual growth rate of about 66%. Another 1,194 acres were transacted in Q1 2026 alone. The estimated ₹16.67 lakh crore represents potential development value based on prevailing planning norms and market benchmarks, rather than guaranteed developer revenue.  The more significant change is geographical. Tier-I cities still represented 71% of cumulative transacted acreage through Q1 2026, but Tier-II markets have expanded rapidly. Their annual transaction volume increased from just 16 acres in 2021 to 2,120 acres in 2025, lifting their annual share from about 2% to 34%. In Q1 2026, Tier-II cities accounted for about 67% of transacted acreage, according to reporting based on the research. 

This shift is closely linked to infrastructure. Expressways, metro networks, industrial corridors and airport connectivity are extending development activity into peripheral and emerging urban areas. Western and southern states accounted for nearly 70% of cumulative transactions, reflecting substantial infrastructure investment across these regions.  Residential development remains the largest land-use category, accounting for 45% of cumulative acreage. Industrial and logistics activity has also expanded substantially, while office and data-centre demand is adding new pressure around infrastructure-linked locations. Average parcel sizes underline the changing geography: Tier-I deal sizes declined from 21 acres to 10 acres, while Tier-II parcels increased from eight acres to 53 acres between 2021 and Q1 2026. 

For cities, however, larger land availability does not automatically translate into better urban outcomes. New townships, logistics parks and industrial clusters can increase employment and housing supply, but they also create long-term requirements for water, drainage, public transport, power, waste management and ecological protection.The growing use of joint venture and joint development arrangements also points to a changing development model. Such structures can reduce upfront land costs and distribute risk, while redevelopment is becoming particularly important in land-constrained Mumbai.The India land market is therefore becoming less concentrated around established city cores. The next phase will depend not only on how much land is assembled, but whether infrastructure, housing and environmental capacity grow alongside it.
