India Infrastructure First Model Reshapes Urban Growth

India’s next phase of urban growth is putting infrastructure capacity at the centre of real estate planning, with industry leaders calling for transport, drainage, roads and civic services to be established before large housing and commercial projects. The shift comes as India’s property market expands rapidly, raising questions about whether urban infrastructure can keep pace with population and construction.

The real estate sector has grown from an estimated $120 billion in 2017 to almost $600 billion in 2025, according to a CREDAI-Anarock assessment presented in Kolkata. It projects the market could reach $1 trillion by 2030 and about $5.8 trillion by 2047. Construction activity is also becoming a larger economic force, with the sector’s GDP contribution expected to rise to around 13% by 2030. That expansion could intensify pressure on already stretched urban systems. Roads, public transport, stormwater networks, sewage treatment, water supply and waste management often determine whether new development improves access or adds congestion and service deficits.A senior real estate industry representative said only a small share of India’s land is currently urbanised, suggesting that better use of already notified urban land could accommodate future population growth without continuously extending city boundaries.

The infrastructure-first approach therefore has implications beyond property markets. Coordinating development with transport and utility networks can reduce long commutes, limit inefficient urban sprawl and make new neighbourhoods more resilient to flooding, heat and water stress. For citizens, the quality and reliability of these systems can matter as much as the number of homes delivered. Redevelopment is emerging as another major pressure point. Large parts of India’s housing stock were built decades ago and are approaching the point where structural renewal and better urban services become necessary. Industry representatives expect cities such as Ahmedabad, Chennai and Hyderabad to see increasing redevelopment activity as older buildings age.

Mumbai offers one example of infrastructure and redevelopment progressing alongside each other, with metro expansion, roads, airport capacity, sewage treatment and waste systems forming part of the wider urban investment cycle. However, the experience also highlights the need to adapt redevelopment frameworks to local land conditions, resident needs and infrastructure capacity rather than applying a single model nationally.Meanwhile, artificial intelligence is moving into property sales, planning, construction monitoring and customer services. Its urban value will depend less on adoption alone and more on whether it improves project delivery, transparency and resource efficiency. For India’s expanding cities, the infrastructure-first principle could become increasingly important as land, climate risks and public services place tighter limits on unchecked development. The next challenge is aligning private construction with long-term civic capacity before new growth becomes another infrastructure backlog.
