India Aluminium Import Duty Review Gains Momentum

A new policy assessment has recommended a phased reduction of aluminium import duty, arguing that lower tariffs could strengthen India’s downstream manufacturing sector, improve export competitiveness and reduce input costs for industries supplying infrastructure, transport and housing projects. The proposal has revived debate over balancing domestic metal production with the needs of value-added manufacturers in an expanding industrial economy.

The study suggests gradually reducing import duties on aluminium and related products over a defined period, ultimately bringing tariffs to zero. Supporters of the recommendation argue that predictable tariff reforms would provide manufacturers with greater access to competitively priced raw materials while allowing domestic producers sufficient time to adjust to changing market conditions.The discussion around aluminium import duty comes at a crucial stage for India’s manufacturing ambitions. Aluminium plays a vital role across construction, renewable energy, power transmission, automotive production, railways, aerospace and consumer goods. Lower raw material costs could improve the competitiveness of downstream industries that convert aluminium into finished products for domestic use and export markets.Industry analysts believe tariff policy has become increasingly important as manufacturers face volatile global commodity prices and evolving international trade dynamics. While primary aluminium producers generally favour import protection to support domestic production, downstream manufacturers argue that high input costs can reduce competitiveness, discourage investment and limit export opportunities in fabricated aluminium products.

Urban infrastructure experts point out that aluminium is becoming a preferred material for modern cities because of its durability, corrosion resistance and recyclability. It is widely used in metro systems, airports, transmission infrastructure, energy-efficient buildings, electric vehicles and solar energy installations. More affordable aluminium could therefore contribute to lower construction costs and accelerate the adoption of sustainable building materials across public and private projects.
However, economists caution that tariff reforms require careful balancing of competing interests. A rapid reduction in import duties could place additional pressure on domestic smelters already facing high energy costs, while a gradual approach may provide time for producers to improve efficiency, expand value-added production and strengthen global competitiveness.
Environmental specialists also note that policy decisions should account for the carbon footprint of imported aluminium. As international markets increasingly differentiate between conventional and low-carbon metals, India’s trade strategy may need to incorporate sustainability considerations alongside price competitiveness.

Encouraging cleaner domestic production while improving access to responsibly sourced aluminium could support both industrial growth and climate objectives.The proposal also aligns with broader efforts to expand manufacturing under national industrial initiatives. Lower-cost raw materials can help downstream industries create employment, attract investment and strengthen supply chains linked to infrastructure development and urban expansion.Although the recommendation has not yet been adopted as government policy, the debate over aluminium import duty is expected to continue as policymakers weigh industrial competitiveness against domestic production interests. Any future changes are likely to influence construction costs, manufacturing investment and the availability of sustainable materials needed for India’s next phase of urban and infrastructure development.
