India Coal Blending Trials Reshape Power Strategy

India has begun testing whether power plants designed for imported coal can operate using domestic coal blends, marking a strategic shift aimed at reducing exposure to global fuel markets while strengthening energy security. The trials, spanning multiple large generating units, could reshape how the country balances cost, supply stability, and resource utilisation in its power sector.

The initiative covers around 10 thermal power units with a combined capacity of nearly 18,000 MW. These facilities, originally engineered for low-ash imported coal, are now undergoing technical assessments to determine how effectively they can incorporate locally sourced fuel without compromising performance. At its core, the move responds to persistent volatility in international coal markets and supply chain disruptions that have affected energy costs in recent years. Policymakers are encouraging operators to increase the share of domestic coal, leveraging India’s rising production levels, which recently crossed 1 billion tonnes annually. The coal blending trials are focused on key operational parameters, including combustion efficiency, equipment durability, and emission outcomes. Engineers are examining whether higher ash-content domestic coal can be used without requiring extensive retrofitting of boilers and handling systems. However, early feedback from plant operators suggests that the transition may not be straightforward. Many imported coal-based plants were designed for specific fuel characteristics, such as uniform size and lower ash levels. Adapting these systems to domestic coal could pose challenges related to slagging, efficiency loss, and compliance with environmental norms. 

Despite these constraints, the economic rationale remains strong. Imported thermal coal consumption has already declined in recent years, with usage at such plants falling to about 39 million tonnes in FY26 from over 48 million tonnes the previous year. This reflects both cost pressures and policy efforts to prioritise local resources.For India’s urban and infrastructure ecosystem, the implications are significant. Reliable and affordable electricity underpins everything from metro rail systems and data centres to housing construction and industrial activity. Reducing dependence on imported fuel can help stabilise power tariffs and improve long-term planning for infrastructure projects.Energy analysts note that coal blending could also support regional economies by increasing demand for domestically mined coal, strengthening logistics networks, and reducing foreign exchange outflows. At the same time, it raises questions about environmental trade-offs, as higher ash content may require better emission controls and waste management systems.The initiative aligns with a broader transition underway in India’s energy mix—one that seeks to balance conventional fuel security with a gradual shift towards cleaner sources. While renewable capacity continues to expand, coal remains a critical baseload component, especially during peak demand periods.

Looking ahead, the success of these trials will determine whether blending becomes a scalable solution across the power sector. If viable, it could redefine fuel strategies for coastal and imported coal-based plants, enabling a more resilient and locally anchored energy system that supports India’s growing urban and industrial ambitions.
