India Flex Workspace Growth Puts RERA Focus On

India’s flexible office market entered a new phase in the first half of 2026, with operators leasing 191,306 seats across eight major cities, a 68.4% annual increase. The sharp rise signals a deeper change in commercial real estate, as companies increasingly favour adaptable workplaces while questions around regulation, including the scope of RERA for commercial projects, gain relevance.

The latest market data shows that flexible workspace is no longer a small component of India’s office economy. Operators leased 8.4 million sq ft during H1 2026, up 55% from the same period last year. Their share of total office leasing also climbed to nearly 20%, compared with 13% in H1 2025. Global Capability Centres (GCCs) were a major force behind the expansion, accounting for 44% of flex seats taken during the period. For companies building teams quickly, flexible offices can reduce the need for large upfront commitments and allow workspace requirements to change as operations grow. The strongest demand was concentrated in established technology and business centres. Bengaluru remained the largest market with 57,487 seats, while Hyderabad reached 40,451 after a 170.8% yearly jump. Delhi NCR recorded 21,970 seats, up 152.7%, and Mumbai reached 25,820, representing 130% growth. Ahmedabad posted the highest percentage increase, although from a much smaller base.

For cities, the trend has implications beyond office occupancy. A larger flexible-office footprint can influence commuting patterns, transport demand, parking requirements and the use of commercial buildings. If such spaces are planned near mass transit and mixed-use districts, they could support more efficient use of existing urban infrastructure rather than pushing every expansion towards new peripheral developments. RERA also enters the wider regulatory discussion. The central law covers residential and commercial real estate, including qualifying commercial projects, but not every flexible-office arrangement automatically falls within its project-registration framework. The distinction becomes important where businesses occupy offices through leases or managed-workspace agreements rather than purchasing real estate.

The rapid expansion therefore raises a broader question for policymakers: whether India’s regulatory and building frameworks are keeping pace with changing patterns of office consumption. Issues such as fire safety, accessibility, parking, energy efficiency, occupancy standards and building services remain important as more workers use shared commercial environments. The H1 figures suggest that flexible workspace is becoming part of mainstream corporate real estate rather than a temporary alternative. The next stage of growth will depend not only on demand, but on how efficiently these spaces integrate with transport networks, existing buildings and city infrastructure while maintaining transparent and appropriate regulatory standards.
