Ageing buildings on public land often house lower and middle-income families, making the creation of efficient redevelopment channels critical to equitable urban transformation. A planner noted that clearer rules, faster dispute resolution and financially viable tenures could help societies reinvest in energy-efficient designs and safer construction practices.
