Maharashtra Secures All Party Backing For Major Govt Land Redevelopment Policy Overhaul

Maharashtra’s long-delayed redevelopment framework for housing societies situated on government-owned land is finally moving towards implementation, following all-party support for a sweeping policy overhaul. Senior officials confirmed that the revenue department will now place the proposal before the state cabinet, where its approval would pave the way for a government resolution to operationalise the new system.

The move could directly benefit nearly 3,000 societies that have remained locked out of redevelopment due to rigid land tenures and fragmented regulations.
For decades, societies spread across Mumbai’s eastern and western suburbs, Navi Mumbai, Thane, Pune and Nashik have struggled to rebuild ageing structures on government land. Restrictive lease conditions, steep conversion premiums, unresolved tenure disputes and the need for multiple departmental clearances meant that even as self-redevelopment on private plots gained traction, not a single project on government land advanced beyond initial scrutiny. State housing federation members said the administrative deadlock had trapped thousands of residents in buildings well past their structural lifecycle.
The new framework aims to clear these systemic barriers and introduce a time-bound mechanism for societies seeking to upgrade deteriorating housing stock. According to a senior official, the overhaul was guided by recommendations from a committee that has been pushing for a structured approach to redevelopment in civic and peri-urban areas. The committee’s findings, officials said, underscored the urgency of providing residents in older neighbourhoods with safe, climate-resilient living conditions while ensuring that redevelopment remains financially viable.

One of the major reforms proposed is the removal of the Pradhan Mantri Awas Yojana-linked requirement under which societies needed to surrender flats in order to access a concessional 5% fee for converting land tenure from Class II (restricted rights) to Class I (ownership-like rights). Authorities acknowledged that this condition made redevelopment unfeasible for most societies and stalled even well-prepared proposals. The state is also likely to extend the December 2025 deadline for completing Class II-to-Class I conversions, addressing a long-standing demand from residents.Under the revised policy, district collectors will be mandated to resolve ownership conflicts, breach-of-lease issues and tenancy disputes within defined timelines. These issues have historically delayed redevelopment by several years. Officials indicated that priority would be given to lease renewals and regularisation of older violations for societies opting for self-redevelopment, thereby creating a cleaner, more predictable pathway for approvals.

Urban planning experts say the reform could have broader implications for building safer, more inclusive and climate-adaptive cities. Ageing buildings on public land often house lower and middle-income families, making the creation of efficient redevelopment channels critical to equitable urban transformation. A planner noted that clearer rules, faster dispute resolution and financially viable tenures could help societies reinvest in energy-efficient designs and safer construction practices.
The revenue department is expected to circulate the draft policy to legislators in the coming days before placing it before the cabinet. If cleared, the reforms could signal a major step towards modernising Maharashtra’s housing stock and reducing structural risk across some of its most densely populated districts.
