The recommendation, if implemented through the required statutory approvals, could benefit residents in parts of the city where completed buildings remain occupied despite pending occupancy documentation.

The proposal addresses a longstanding issue affecting urban housing governance, where residents have often found themselves living in completed apartments without the formal Occupancy Certificate required to certify that a building complies with approved plans, safety standards and municipal regulations. Experts say the absence of this document can complicate property transactions, financing, redevelopment and access to civic services. Urban planning specialists note that the problem has emerged over several decades due to a combination of regulatory delays, planning deviations, incomplete compliance by developers and administrative bottlenecks. While enforcement remains essential for maintaining construction quality and public safety, planners argue that homebuyers should not bear disproportionate consequences for compliance failures beyond their control.
