Pune VFS Global Brings RERA Era Registration Reform

Pune: VFS Global has opened Maharashtra’s first Model Sub-Registrar Office (SRO) in Pune, putting a technology-led layer around one of the most important steps in a property transaction. The move is part of a five-year state programme to establish 60 such centres and comes as Maharashtra’s expanding real estate market faces growing demand for faster, more accessible and better-organised public services.

The Pune facility is being introduced by a consortium of VFS Global and WE Excel Software under a contract awarded by the state’s Inspector General of Registration and Controller of Stamps. The wider rollout will take place in phases across Maharashtra. Existing government-run SROs will continue to function, making the new centres an additional option rather than a replacement for the current system. For VFS Global, the project marks an expansion into domestic citizen services. Its role covers the establishment and operational infrastructure of the Model SROs, including digital systems and service-support arrangements. The legal authority over property registration, however, remains with government officials. This distinction is important because the project changes how citizens access registration services, rather than transferring the statutory registration function to a private company. The immediate relevance for Pune’s property market is practical. Property purchases involve multiple documents, appointments, verification steps and government procedures.

Better digital systems and organised facilities could reduce avoidable waiting and repeat visits for buyers, sellers and professionals involved in transactions. The development also sits within a real estate environment shaped by stronger expectations around transparency. RERA has made project information, disclosures and buyer protection more important across the housing sector. However, RERA and property registration are separate processes. The Model SRO programme does not replace RERA compliance or project-level regulatory requirements; instead, more efficient registration could strengthen the wider transaction ecosystem. There is a broader urban infrastructure question as well. Modernising public-facing offices can reduce congestion and improve the experience of citizens, but digital transformation works only when access remains inclusive. People who are less comfortable with technology, older citizens and those without reliable digital access will still need clear assistance at registration centres.

The environmental impact is also worth watching. Digitised workflows can potentially reduce paper use and unnecessary travel, although the sustainability value will depend on how much physical documentation and repeat visits are actually eliminated. As Maharashtra moves towards 60 Model SROs, the key measure will be consistency rather than appearance. If the model reduces delays while preserving government oversight and affordable access, it could become a useful template for modernising other citizen-facing urban services.
