Delhi Master Plan 2047 Could Reshape Urban Housing

Delhi’s long-term planning framework could alter how the capital adds homes, renews ageing neighbourhoods and uses scarce urban land. The Delhi Development Authority’s Draft Master Plan for Delhi 2047 proposes regeneration, redevelopment, land pooling and higher development potential in suitable areas. But the framework remains a planning document rather than an immediate pipeline of new housing projects, making implementation and citizen participation critical.

The biggest shift may come from using land within the existing city more efficiently. The draft framework provides for regeneration of planned and unplanned areas, including older and underused urban pockets. Instead of relying only on peripheral expansion, redevelopment could create additional homes while making better use of roads, public transport and existing civic infrastructure. However, redevelopment can also place pressure on residents. Changes in building density, temporary relocation, parking, water supply, drainage and open spaces can affect everyday life. Urban planners say project-level planning will therefore matter as much as the broader master plan. The draft MPD-2047 envisages multiple forms of housing, including rental housing and affordable rental housing near mass-transit systems. It also recognises formats such as student and worker housing. Such provisions could widen housing choices for households that cannot easily access conventional ownership-based housing.

This makes Delhi Master Plan 2047 relevant not only to property markets but also to affordability, commuting and access to jobs. Housing located closer to employment and transit can reduce travel burdens and limit pressure for outward urban expansion. For eligible new residential and commercial projects, RERA registration, disclosures and buyer protections will remain important. The central RERA framework requires promoters to register applicable projects before advertising, marketing, booking or selling them. That becomes particularly relevant if redevelopment generates saleable housing. Clear project approvals, timelines, land rights and disclosure of development details will be important for buyers and existing residents alike.

The plan’s stated direction includes environmental sustainability, climate resilience, green mobility and improved urban services. Yet higher density without matching water, sewerage, drainage, public transport, green cover and social infrastructure could shift existing problems rather than solve them. The next stage is therefore more consequential than the policy announcement itself. DDA’s own framework says zonal development plans will follow notification of MPD-2047. The quality of those plans, public consultation and project-level safeguards will determine whether redevelopment produces more homes while preserving liveability, affordability and environmental resilience.
