Mumbai RERA Oversight Raises Stakes for Homebuilders

India’s residential property market is drawing attention beyond its biggest listed developers, with five smaller and mid-sized companies emerging as names worth closer financial scrutiny. Brigade Enterprises, Puravankara, Keystone Realtors, Sobha and Ashiana Housing show different combinations of valuation, leverage and profitability. For investors, however, financial metrics alone do not capture the risks tied to project approvals, delivery and RERA compliance.

The companies span several major housing markets, including Bengaluru, Mumbai, Pune, Chennai, Gurugram and Jaipur. Data cited for 23 August 2026 places their market capitalisations between about Rs 3,230 crore and Rs 27,300 crore. The reported price-to-earnings ratios range from 15 to 30, while debt-to-equity ratios vary sharply from 0.20 for Ashiana Housing to 1.20 for Sobha. That spread highlights why residential real estate stocks cannot be assessed through valuation multiples alone. Brigade and Keystone report 12% ROE in the supplied dataset, while Sobha stands at 8%. Puravankara has a higher debt burden at a D/E ratio of 1.00, making interest costs and project cash flows important areas to monitor. Ashiana presents a different model. Its presence across Bhiwadi, Jaipur, Pune, Chennai and other markets includes senior-living developments.

Company disclosures show several ongoing projects with possession timelines linked to RERA schedules, underlining how regulatory milestones can directly affect construction and customer delivery. RERA is also relevant when assessing the wider residential real estate stocks landscape. State regulators continue to publish project registrations and approvals, giving homebuyers and investors a clearer trail of project status. Recent records, for example, show RERA registrations for Sobha projects in Uttar Pradesh and Haryana. Puravankara’s own project information also identifies RERA registration numbers across several developments. For cities, the implications extend beyond share prices. Housing companies are major users of land, water, transport networks, construction materials and urban infrastructure.

Faster development can expand housing supply, but poorly sequenced growth can add pressure to roads, drainage, public services and local ecosystems. Investors therefore need to look beyond a single day’s CMP or PE ratio. RERA status, approval timelines, project-level cash flows, debt, construction progress and customer collections provide a more useful picture of execution risk. The next phase of India’s housing expansion will increasingly depend not only on how much developers build, but on how reliably and responsibly projects are delivered.
