India Cement Markets Face Uneven Demand and Disruption

Cement availability has tightened in parts of Andhra Pradesh and Telangana as plants undergo scheduled maintenance, while intense competition is keeping prices largely restrained across major markets. The disruption comes as construction activity prepares for a post-monsoon recovery, creating a delicate balance between material availability, housing demand and the pace of urban infrastructure work.

Several cement units in southern India are using the monsoon window for annual maintenance and production upgrades. Dealers reported reduced supplies in parts of Andhra Pradesh and Telangana, where construction demand has remained relatively steady through July and August. Industry officials expect the pressure on supply to ease as maintenance cycles end. However, cement prices could move higher later in the year as construction activity strengthens after the monsoon. Market participants expect increases of roughly ₹10–₹15 a bag around October or after the festive period. Current prices in Andhra Pradesh and Telangana range from about ₹275 to ₹320 for a 50-kilogram bag, depending on location and brand. Tamil Nadu has seen similar pressure, although attempts to raise prices have struggled against competition between manufacturers. The wider picture is uneven. Punjab and Delhi-NCR have maintained relatively stable supplies, with retail prices around ₹330–₹350 a bag in New Delhi and about ₹340 in Patiala.

Dealers expect demand to improve once weather conditions become more favourable for construction. Eastern markets face a different challenge. Construction activity in West Bengal has been affected not only by monsoon conditions but also by regulatory scrutiny following the June collapse of an under-construction warehouse in Kolkata’s Taratala area. The incident prompted wider audits of ongoing building projects, bringing safety, approvals and compliance into sharper focus. The scrutiny has also affected the construction pipeline. By August, around 60% of nearly 600 projects under review were reported to have cleared technical stages, although final approvals remained pending for some projects. Importantly, the review process is being handled through state and civic mechanisms rather than being a RERA-led exercise.

For cities, the cement market is more than a commodity story. Higher material costs can eventually feed into housing and infrastructure budgets, while prolonged supply interruptions can delay projects and affect construction workers and small contractors. The immediate outlook therefore remains mixed. Cement prices may stay competitive in the near term, but stronger post-monsoon demand, plant maintenance and tighter regulatory oversight could reshape construction costs and project timelines in the months ahead.
