India Steel Growth Reshapes Construction And RERA Markets

India’s steel industry is entering a scale-up phase with direct implications for construction, infrastructure and urban development. The country remains the world’s second-largest crude steel producer, while finished steel consumption reached 163.7 million tonnes in 2025-26. The expansion points to stronger industrial demand, but also raises questions about material efficiency, construction costs and the carbon footprint of rapidly growing cities.

India accounted for 7.9% of global crude steel output in 2024, up from 5.2% in 2014, according to government data. Its position as the second-largest producer was retained in 2025, when crude steel output reached 164.9 million tonnes, according to provisional World Steel Association data cited by the Ministry of Steel. Domestic consumption is expanding alongside production. Finished steel consumption rose from 77 million tonnes in 2014-15 to 163.7 million tonnes in 2025-26. The increase reflects demand from housing, transport networks, industrial facilities and other forms of infrastructure. For cities, steel availability and pricing can influence project budgets, construction timelines and the pace at which large developments move from approval to completion.

That makes the RERA dimension relevant from a consumer perspective, although RERA itself does not regulate steel production. Developers operating under the real estate regulatory framework must provide greater clarity around project commitments and delivery. Sustained changes in construction input costs can therefore become important for project planning and financial discipline, particularly in large residential developments. The next challenge is environmental. Steel is among the most energy-intensive industrial materials, and higher output without cleaner production could increase the emissions burden associated with urban expansion. The government is targeting 500 million tonnes of steel production capacity by 2047 while pursuing lower emissions intensity towards the national net-zero goal for 2070.

Policy efforts are already moving towards cleaner production. India notified a Green Steel Taxonomy in 2024, while its decarbonisation roadmap identifies energy efficiency, renewable power, green hydrogen, material efficiency and process changes among the possible pathways. For urban India, the issue is therefore larger than steel output alone. More domestic capacity can support infrastructure and housing growth, but the quality of that growth will depend on how efficiently materials are used, how construction costs are managed and how quickly the industry reduces its carbon intensity. The next phase of expansion will test whether India can build more while keeping cities financially and environmentally resilient.
