Indian Railways Drives Cement Movement By Rail Forward

Indian Railways has reported a 170 per cent increase in cement movement over four months, following changes introduced to make bulk freight more efficient. The shift matters beyond the railway network: moving more cement by rail could reduce truck traffic, handling losses and freight-related emissions while improving the reliability of a key input for housing and infrastructure.

The reforms, introduced in November, centre on specialised bulk cement tank containers and a policy framework for dedicated cement terminals. Unlike conventional bagged movement, the system allows bulk material to travel in sealed containers through different stages of the supply chain, reducing the need for repeated loading and unloading. For construction markets, the significance lies in logistics rather than cement production itself. Cement is a high-volume material, and inefficient transport can add costs before it reaches a construction site. Faster turnaround and fewer handling stages can improve the movement of material between manufacturing locations and consumption centres.

The environmental implications are also relevant for rapidly expanding cities. Enclosed bulk containers can reduce dust released during handling, while shifting freight from roads to rail can lower fuel use and emissions. Fewer cement trucks on highways may also ease congestion on freight-heavy routes, although the overall climate benefit will depend on how much traffic actually shifts from road to rail. The next test for the model could come from fly ash, a by-product of coal-fired power generation. India produces nearly 300 million tonnes of fly ash, but Railways currently carries only around 13 million tonnes of it. The material can be used in cement manufacturing, bricks and road construction, creating an opportunity to connect power generation with construction supply chains.

For cities, better freight planning is increasingly important as housing, roads and commercial development expand. A greater rail share could help separate part of the construction supply chain from already congested urban roads. But the gains will depend on adequate terminals, last-mile connectivity and consistent service across production and consumption centres. The cement movement increase therefore offers a useful measure of how freight policy can influence the wider built environment. The larger opportunity is to build logistics systems that move essential materials with fewer road kilometres, lower local pollution and less pressure on urban infrastructure.
