Delhi MPD 2047 RERA Guide Reshapes Property Rules

Delhi’s new Master Plan for 2047 has moved from policy blueprint to active planning framework, with the Delhi Development Authority (DDA) publishing a detailed FAQ to explain how the rules affect construction, redevelopment, land pooling and transit-led growth. For property owners and buyers, the key issue is understanding how these planning permissions interact with existing regulatory requirements, including RERA where applicable.

MPD-2047 became effective on 20 August 2026, replacing MPD-2021. The framework changes how Delhi can accommodate growth within limited land, with greater emphasis on redevelopment, higher-density development around transport corridors and planned land assembly. The Centre has also said the plan is designed to support housing expansion while improving connectivity and urban resilience. For existing properties, the transition is not immediate in every case. Projects approved before notification can continue under the earlier provisions. The new norms become relevant when additional floor area ratio (FAR) is sought or when a revised plan requires fresh sanction. This distinction could matter for homeowners and redevelopment projects deciding when to undertake construction changes. Redevelopment is among the biggest changes. The FAQ sets a minimum plot threshold of 3,000 sq m for residential areas and 1,000 sq m for commercial, industrial and public or semi-public uses, unless a specific provision says otherwise.

Residential plotted properties, however, remain subject to reconstruction rather than general redevelopment under the stated rules. The plan also increases development potential in selected formats. Group housing can reach a maximum FAR of 200, while the Transit-Oriented Development (TOD) policy provides a base FAR of 400, rising to 500 subject to the prescribed charges. TOD participation remains voluntary, allowing eligible owners to retain existing uses if they do not opt into the policy. Land pooling introduces another major shift by giving landowners a more active role in assembling parcels for planned development. Under the current model cited by DDA, landowners can receive up to 60% of pooled land for development, while 40% is surrendered for specified city-level requirements and development components.

Transferable Development Rights (TDR) could further influence Delhi’s redevelopment market. Unused development potential can be transferred from an eligible generating site to an approved receiving area. DDA plans a dedicated portal for TDR transactions. For citizens, the larger challenge will be implementation. Higher development capacity can support housing and better land utilisation, but infrastructure, drainage, public transport, open spaces and environmental safeguards must expand alongside density. MPD-2047 sets the framework; transparent approvals and coordinated execution will determine whether Delhi’s next phase of growth remains liveable and inclusive.
