Georgia Property Market Gains Indian Investor Interest

Georgia is attracting greater attention from overseas property buyers as strong economic growth, rising tourism and relatively open ownership rules reshape its real estate market. Indian investors are emerging as an important target group, while cities such as Tbilisi and Batumi face the broader challenge of managing rapid development without putting pressure on housing affordability, infrastructure and environmental resources.

Georgia’s economy expanded by 7.5% in real terms in 2025, according to preliminary data from the country’s statistics office. Tourism is also supporting demand: international traveller arrivals reached 7.8 million last year, up 5.9% from 2024. That growth is feeding interest in residential and hospitality-linked property, particularly in Batumi and Tbilisi. Market research cited by industry analysts points to continued transaction and price growth, although projected returns should be treated as estimates rather than guaranteed outcomes. For investors, the appeal extends beyond yields. Foreigners can generally purchase apartments, houses and commercial property without taking citizenship or establishing a local company. Agricultural land remains restricted. Property rights are recorded through Georgia’s Public Registry, which also provides digital real-estate and ownership services.

Unlike India, where the Real Estate (Regulation and Development) Act, or RERA, provides a dedicated regulatory framework for registered projects and buyer protections, overseas investors in Georgia need to understand the country’s own legal and registration mechanisms rather than assume Indian-style RERA safeguards apply. India’s RERA framework requires covered projects to register with the relevant regulatory authority before marketing and sale. For Indian buyers, this distinction makes independent legal checks, title verification, construction agreements, developer history and delivery obligations particularly important. A registered title does not by itself remove the commercial risks associated with an unfinished project or changing market conditions. Georgia has also raised the property-value threshold for its short-term residence permit. Since 1 March 2026, qualifying real estate must have a market value exceeding US$150,000, verified by an accredited assessor. The permit can be renewed while the qualifying property remains owned.

Several developers are now positioning hospitality-linked projects in Tbilisi, Batumi and emerging resort locations towards international buyers, including Indians. Such developments can bring new investment and employment, but they also increase demand for transport, water, energy, waste management and public services. The next phase of Georgia real estate growth will therefore depend not only on investor returns, but on how effectively expanding construction is integrated with resilient infrastructure, local housing needs and the environmental capacity of rapidly developing destinations.
